JOB TITLE: BUILDING OPERATIONS MANAGER Nov 2024
REPORTS TO: EXECUTIVE DIRECTOR
ROLE SUMMARY OF DUTIES:
Reporting directly to the Executive Director, the Manager of Building Services is responsible for the efficient and effective operation of the Maintenance services, according to the facility requirements, policies and objectives. The Manager of Building Services also coordinates security and fire protection of the environment within the facility, for residents and staff. This position supervises designated staff and performing related administrative duties, as well as performing skilled journeyman work to the building, grounds and equipment, such as carpentry, electrical, mechanical, plumbing and painting.
SUMMARY OF RESPONSIBILITIES/FUNCTIONS
1) Establish, develop, and implement department goals, objectives and operational requirements consistent with Rosewood Manor strategic objectives/priorities, Facility Condition Assessment Report, and in-house professional assessment. Review current operations and develop appropriate systems and process to reflect effective and efficient facilities operations, improving the delivery of care through innovation and leadership.
2) Assist in developing annual maintenance operating and capital budgets for Rosewood Manor. Responsible for monitoring expenditures, variance analysis and reporting, takes corrective actions as required.
3) Manages the recruitment, mentoring and professional development of assigned, unionized staff and contract employees, supervises designate staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements, conducts employee performance review, employs working knowledge of collective agreement while carrying out daily operations, provides coaching session and facilitation goal setting with the employee, identifies training/educational requirements as needed. Investigate work and/or staff performance issues. Participates in labour/management meetings and in essential service processes for Rosewood Manor.
4) Oversees the development and continuous improvement of maintenance program and services; applies planning techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance, ensures appropriate use of computerized maintenance management system. If necessary, develops documentation and reporting systems to maintain records and communication for the department.
5) Procures and manages the work of external service providers, directly negotiates, monitors contractual agreements for specialized maintenance, grounds, and renovation work, as required.
6) Manages construction, renovation and/or maintenance projects; performs electrical, carpentry, mechanical, painting, plumbing work; liaises with stakeholders and coordinates activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.
7) Develops and maintains key internal/external stakeholder relations to ensure building and grounds are in compliance with federal, provincial, and municipal regulations.
8) Participates on committees (e.g. Capital Committee, Emergency Preparedness Committee, Joint Occupational Health & Safety Committee) as required,
9) Develops and implements comprehensive security program (e.g. master key system, functioning facility entrance doors, etc) and fire prevention program (e.g. conducts fire drills, ensures fire extinguishers are checked on a regular basis, etc), updates environmental policies and procedures annually, develops and prioritizes capital infrastructure renewal plans in consultation with the Executive Director and department Managers, participates in discussion as a subject matter expert within area of expertise.
10) Develops and implements preventative maintenance procedures for related equipment, recommends repairs and purchases to be contracted.
11) Participates in the development and activation of business continuity plans in cooperation with clinical leadership.
12) Ensures that Rosewood Manor is maintained consistently with best practices regarding energy conservation, carbon footprint reduction, and other relevant environmental standards.
13) Carries out responsibilities in accordance with health and safety requirements (e.g. updates Rosewood Manor WHIMS Manual, conducts building inspections, initiates mitigation strategies to address identified hazards, etc). Immediately reports unsafe situations to Executive Director. Participates in presenting and/or coordinating health and safety inservices
14) Search for opportunities to save money, reduce risk, improve process and increase resource utilization
15) Advances own professional growth by taking appropriate courses, workshops, seminars, etc.
16) Performs other related duties as required.
QUALIFICATIONS
Education and Experience
Grade 12 plus five years recent, related experience, including two years in a supervisory capacity or an equivalent combination of education, training and experience. Certificate of apprenticeship or Trades Qualification Certificate as a journeyman, Criminal Record Check, Carpenter, Plasterer, Refrigeration Mechanic, Machinist, Plumber, Fitter or Welder recognized by the Province of B.C. Working knowledge of the Building Services Trade, WorkSafe BC, and Fire Safety regulations, including their respective Government Acts and Codes.

1. Demonstrated ability to communicate effectively in English, both verbally and in writing
in a healthcare environment
2. Demonstrated interpersonal and skills coupled with the ability to apply sound management
skills in selecting, developing and coaching staff
3. Demonstrated working knowledge of appropriate legislation, relevant of collective
agreement (e.g. HEU), relevant laws and bylaws, and provincial/national standards.
4. Proven initiative, judgement, decision-making and problem-solving capabilities
5. Ability to prepare, reports and recommendations to multidisciplinary audiences, and consult
individuals internal to the organization
6. Experience with overseeing projects using project management process
7. Adaptable and flexible to meet changing priorities and resource constraints
8. Ability to supervise and provide direction to staff, consultant and other contractors
9. Ability to work independently and as a member of a team
10. Ability to operate related equipment including software applications (e.g. use of spreadsheets, word processing applications
11. Knowledge and experience with the operation of emergency related systems, plumbing, air conditioning, refrigeration, electrical and control systems
12. Physical ability to perform duties of the position
13. Demonstrated knowledge and experience in working with frail, elderly residents and their family members.

Pay: From $70,200.00 per year
