The City of Avondale has an opportunity for a Business Development Manager in the Economic Development and Tourism Department. This is a full-time, FLSA exempt position with benefits. Applications will be reviewed on an ongoing basis with the posting tentatively set to close on August 8, 2021.

Develops and implements strategies to attract to Avondale employers and businesses that bring jobs to the City. Provides proactive business outreach and focuses on the attraction of and assistance to domestic and international businesses. The position conducts site and structural design analysis, development of financing plans for public and private expenditures, and the solicitation and negotiation with private developers. The positions will engage regularly with site selectors, real estate developers, real estate professionals, corporate decision makers, and members of the general public. The position requires participation and leadership in regular out-of-state sales missions, conferences, and trade shows to sell and position the City as a premier business location. The position emphasizes job creation within the city's primary and target industry sectors. Also, the position, extensive research, and presentation skills.

The position is heavily engaged in business development activities including, but not limited to; prospecting/lead generation, business retention and expansion activities, and management of a customer pipeline/CRM system. The position is expected to participate and engage in events/opportunities that promote and develop strong relationships between the business community and the City of Avondale. The position designs and helps carry out departmental development functions including sourcing leads, drafting proposals, negotiating development agreements and leases. Represents the City to prospective developers and brokers.

Essential Functions

Assists the Economic Development (ED) Director in designing and implementing long-range plans for the Economic Development of the City. Engages targeted businesses, commercial real estate brokers and developers, site locators, and consultants, and regional/state economic development partners to locate quality development to Avondale.

Establishes and maintains relationships with existing and prospective businesses by representing the City as a liaison in local and regional economic development meetings, attending conferences, trade shows, and events, meeting with prospective clients, businesses, commercial real estate brokers, and developers, facilitating prospect tours and making community presentations. Represents and promotes the City through participation on various economic development committees.

Researches companies and industries, responds to inquiries/requests from economic development stakeholders, prepare client/prospect proposals, and prepares marketing packets to include community, economic, statistical, financial, demographic, and other site-specific information for dissemination to potential business clients.

Assists potential new business in site selection and analysis by serving as the primary contact for evaluating the area, determining project parameters and criteria, identifying the appropriate and necessary partners to work on the project, and coordinating key activities to facilitate the location process.

Manages, as assigned, specific site development projects including negotiating with landowners, brokers, and developers to recruit employers and commercial projects that are compatible with the City's General Plan and Specific Plans.

Job Requirements

Bachelor's degree in Business Administration, Economic Development, Public Administration, Finance, or similar degree

Three (3) years of experience in economic development, commercial real estate and/or business development.

Valid Arizona Operator's Driver's License.

Certified Economic Developer (CEcD) certification, Economic Development Finance Professional (EDFP) certifications, or Economic Development Institute graduate is desirable, but not required.

Supplemental Information

Work requires the ability to read complex legal documents, development agreements and contracts, executive business letters and communications, development-related documents, master plans, design guidelines, construction site plans, budget documents, business magazine, journals, newspapers and technical reports, strategic or operational plans.

Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, college algebra, and statistics.

Work requires the ability to write communication with executive management, City Council, and business executives, preparing marketing documents, assisting with development agreements, concise and professional letters all at a college level.
Managerial responsibilities include participation and leading work teams with crucial issues including strategic planning and fiscal management, infrastructure planning and development, and building projects.

Work requires managing and monitoring work performance by making final recommendations on development agreements and other decisions evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.

The incumbent has the responsibility to assist in the development of the departmental budget and presents the budget to the Budget Office and Executive Management.
Work is widely varied, involving analyzing and evaluating many complex and significant variables. Organization-wide policies, procedures, or precedents are developed and/or recommended.

The incumbents in this position contacts others within the organization. These contacts may involve similar work units or departments within the City which may be involved in decision making or providing approval or decision-making authority for purchases or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Communicates extensively with the Department Head, City Manager, City Council, developers/real estate, external clients, customers, allies, business professionals, government officials, and regional, state, and national personnel. Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
