Duties

Summary

This position is part of the NNSA - Office of Secure Transportation, Department Of Energy. A successful candidate in this position will serve as a Emergency Management Engineer/Scientist providing technical guidance to members of OST on technologically advanced national nuclear weapons, or other programs or policy initiatives that are an important facet of the National Nuclear Security Administration mission.


Responsibilities

As a General Engineer/Physical Scientist, you will:

1. Provide scientific/engineering advice and assistance to NNSA program offices or site managers on the interpretation and application of technical requirements and policies as required.
2. Responsible for all aspects of emergency management: program administration, hazards survey/hazards assessments, training and drills, exercises, and readiness assurance. Participates on ad-hoc teams comprised of other scientists and engineers in government and the private sector in conducting broad policy studies.
3. Participates in a technical advisory capacity and represents the interests and position of the office, in meetings, panels, and conferences with other federal agencies, state agencies, national laboratories, universities, and/or other stakeholders to present briefings or speeches, evaluate and assess technical research and development reports and plans, and present issues, problems, impacts, and solutions.
4. Maintains liaison with DOE headquarters and ensures coordination with OST on reporting technical issues, special projects and policy relating to emergency management activities. Participates in OST drills/exercises as a controller, evaluator or player as required.

    Qualifications

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., EN-2, GS-11. Specialized experience for this position is defined as: knowledge of program management functions related to major, diverse programs involving nuclear weapon technologies.

    Examples of Specialized Experience that May Be Qualifying:
    1.Incident Management experience, radiological health and safety, medical response, training drills and exercises.
    2. Operation of an Emergency Operations Center.
    3. Direct technical aspects of emergency management/response programs and/or operations.

    Education

    You must meet the education requirements for the General Engineer/Physical Scientist as listed below:

    This position has a positive education requirement. You must meet the education requirements of either the General Engineer (0801) or Physical Scientist (1301) series listed below. You MUST provide documentation supporting the education claims in your application. This can include unofficial transcripts or any report listing institution, course title, credits earned and final grade. If selected, official transcripts will be requested.

    0801:

    • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
    • Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Written Test; 3) Specified academic course; 4) Related curriculum.     1301:

    • Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    OR
