Summary of Position:
The Accounting Manager coordinates and provides primary supervision for accounting
for grants and sponsored programs, as well as assisting the Assistant Controller with
supervision and administrative leadership for senior and staff accountants. The position
monitors all restricted fund programs of the College including student financial aid
grants and direct lending activities. This position prepares financial summaries,
reconciles accounting data, and assists with documentation of accounting processes to
identify and implement internal controls
• Bachelor’s Degree in Accounting, Finance, Business Administration, or other
closely related field.
o Substitution: An equivalent combination of education and professional
experience may substitute for the bachelor’s degree in accounting on a
year for year basis; provided however, that at least 18 credits of
accounting course work have been completed.
- Three years progressively responsible professional accounting experience. Two
years directly supervising two or more fiscal employees including performance
planning and evaluation.
- Demonstrated knowledge of Generally Accepted Accounting Principles and
government accounting standards as evidenced by at least two years’
experience performing accounting for and/or auditing of state-funded agencies or
- Demonstrated knowledge of OMB Circulars and federal and state statutes
applicable to grants and federal contracts-evidenced by two or more years’
experience preparing and/or reviewing federal and state grant reporting and
billing or federal government contract accounting.
- Master’s Degree in Accounting. Master’s Degree in Finance, Business, or closely
related discipline, provided that all credits earned include at least 21 semester
credits of accounting, including both graduate and undergraduate credit hours.
- Certified Public Accountant or candidate, Certified Federal Grants Manager, or
other appropriate fiscal or grant related certification.
- Two years’ experience with accounting in a state agency, community college, or
other higher-education setting.
- Audit/public accounting experience.
- Membership in or experience working in diverse communities and supporting the
success of students and staff from racial, ethnic, and gender backgrounds that
are underrepresented in the College.
Required Knowledge, Skills, Abilities:
Good communication skills, good customer service skills, demonstrated intermediate to
advanced spreadsheet (Excel) skills, good familiarity with Cognos, Monarch, or other
electronic reporting tools.
Description of Position
Grant Invoicing and Management:
- Responsible for managing restricted fund grant and contract accounting including
federal, state, local, and private grants reporting. Prepare or review
reconciliations of expenditures and budget to actual, prepare or review and
- Oversee the posting of grant and contract budgets and modifications in Banner,
the monthly recording of restricted fund revenue and receivables and the
recording of grant activity in the accounting system.
- Review reconciliations of grant expenditures, monthly invoices to grantors,
FFATA reporting, or other reporting required by grantors.
- Prepare and/or review and approve all grant invoices in accordance with and
ensure compliance with all applicable federal, state, and local statutes and
regulations, OMB Circulars, state fiscal rules, and grant/contract requirements
documented in grant/contract agreements.
- Record all restricted fund activity and complete all balance sheet activity upon
grant close out; scan files and invoices into both BDM and the college’s scanned
file. As needed, update and maintain or assist with the college’s submission for a
negotiated indirect cost rate (NICRA) with the federal government and ensure
appropriate documentation is available as needed. Responsible for the invoicing
of interagency MOU’s and payments sent or received.
Supervision of Senior Staff Accountants in Restricted Fund Accounting Tasks:
- Assist the Controller and Assistant Controller with planning, supervision, and
review of all daily activity within the Business Services department. Includes
supervision and review of restricted fund accounting as well as other general
ledger accounts, and distribution of internal service charges. Ensure proper
recording of CORE transactions for general ledger, capital construction,
interagency charges, and worker’s compensation expenses. Assist with
analysis of general ledger accounts including postings from subsidiary
Accounts Payable, Accounts Receivable, Payroll, and Student Financial Aid
systems, including journal entry preparation or review and approval, as
- Communicate workload, backlog, and potential issues to Controller on a
weekly basis. Ensure procedures are followed consistently to maintain proper
internal controls and integrity of financial data in compliance with applicable
federal laws, policies and practices.
Supervise Fixed Asset Staff and Processing:
- Manage the college’s Capital Construction accounting process, including
preparation of draws of bond or state funding, ensuring compliance with all bond
document restrictions or state capital construction/controlled maintenance
funding restrictions, preparation of Banner or CORE journal entries as needed to
ensure all activity is properly recorded.
Federal and State Financial Aid Grant Management:
- Review or ensure preparation of reconciliations for payroll expenditures for
students funded by state and federal work study awards. Prepare or oversee the
preparation of monthly Pell and Direct Lending reconciliations and tie out to
Banner, Financial Aid models and COD. Prepare and submit timely draw-downs
of federal funds for all applicable grants and direct lending, after review and
approval by the Controller and VP.
Other Reconciliation, and Accounting Duties:
- Assist with preparation or review of balance sheet or other account
reconciliations identified by the Controller or Assistant Controller and ensure all
associated corrections are completed on a monthly basis prior to close.
Supervisory responsibilities include staff scheduling, recommendations for hiring,
problem resolution, ongoing training, leave approval, and written performance
Restricted Fund Chart of Accounts Maintenance:
- Assist with chart of accounts maintenance, preparation of fund, org, and account
requests for restricted fund grants or other fund sponsored programs. Assistance
with fund/org security for college users, or other items as needed. Assist with
training sessions for college staff as needed to facilitate compliance with grant
requirements, Colorado fiscal rules, and assist staff in identifying posting errors
and facilitate the user’s understanding of account activity.
- Develop and maintain detailed written task procedures. Review scanned
documentation to ensure accuracy and completeness. Index scanned documents
into Banner Document Management (BDM) system no less than monthly.
