DEFINITION

DUIP: Reporting to the Program Manager, the Counseling Supervisor provides oversight and support to program counseling needs and staff. The Counseling Supervisor will assist in the designing and implementing curriculum and guiding/coaching MAAC staff to provide appropriate counseling and intervention services for DUI program participants. This role requires problem-solving skills, the ability to work with a diverse population of participants, strong documentation, and organizational skills, along with attention to detail. This position provides critical linkages to support services that meet Title 9 requirements, including the administrative needs of the participants, as mandated by the assigning court(s) and other related duties.


RECOVERY HOMES: Reporting to the Program Manager, the Counseling Supervisor assists in supervising the program’s substance use disorder (SUD) Counselors at Casa De Milagros (Women’s recovery home) and Nosotros (Men’s recovery home). The Counseling Supervisor will ensure compliance and quality in the program’s case management approach, audit and monitor files, supervise, and train staff, and is required to carry a caseload as needed.


ESSENTIAL DUTIES AND RESPONSIBILITIES

DUIP

  • Provide direct administrative support and daily supervision to assigned staff. Facilitates a working environment conducive to positive moral and teamwork; develops staff through effective coaching and on-the-job training; oversees the daily responsibilities of counseling staff and conduct direct services as needed. Assists in the creation, design, implementation, and ongoing assessments of curriculum and program results.
  • Ensures proper and ethical documentation; conducts periodic content and quality audits of participant files. Coaches, and evaluates the interactions of assigned Counselors. Identifies and reinforces effective actions by the counselors; teaches and demonstrates effective counseling techniques; explains the rationale of strategies and support; interprets significant events in the counseling process; constructively develops Counselors in areas of identified performance needs.

  • Conducts Group and educational classes. Maintains recency with counseling approaches and methodologies for substance abuse and other disorders through professional development efforts. In addition to Policies and Procedures set forth by MAAC, ensure compliance with state and federal guidelines.
  • Participates in, leads, and/or coordinates training sessions and workshops to enhance counseling support skills; performs miscellaneous job-related duties as assigned.


RECOVERY HOMES

Facilitates a working environment conducive to positive morale and teamwork; develops staff through effective coaching and on-the-job training; oversees the daily responsibilities of counseling staff and conducts direct services as needed. Assists in the creation, design, implementation, and ongoing assessments of curriculum and program results.
  • Ensures proper and ethical documentation; conducts periodic content and quality audits of participant files. Participate in County and State audits, annual and monthly reports as it relates to the daily the operations of the programs, and familiar with using Medi-cal website.
  • Maintains knowledge of new developments in the field of substance use. Coaches, and evaluates the interactions of assigned Counselors. Identifies and reinforces effective actions by the counselors; teaches and demonstrates effective counselling techniques; explains the rationale of strategies and support; interprets significant events in the counselling process; constructively develops Counselors in areas of identified performance needs; conduct quality assurance file monitoring and provide feedback to staff on case file status regarding completeness, timeliness, accuracy, and compliance with agency, county, and state standards.
  • Identifies programmatic needs and collaborates with the Program Manager to develop and implement solutions. Conducts individual counseling sessions, intake assessments and other forms of screenings, assessments, referrals, and client educational sessions. Perform drug testing urinalysis specimen collections and screening as required. Participate in Court meetings as needed.
  • Participates in, leads, and/or coordinates training sessions and workshops to enhance counseling support skills; Performs miscellaneous job-related duties as assigned.


QUALIFICATIONS AND SKILLS

Knowledge of:

  • Methodology to assess individual alcohol/drug dependency problems and develop treatment goals/ objectives.
  • Case management skills particularly in recording participant progress in case records or other documents as may be required by state, county, or the judicial system. Principles of case management in a social model, inpatient treatment setting if assigned to a recovery home.
  • Effective communication skills to communicate with program participants, program staff, diverse government agency representatives and community groups.
  • Community and social service needs of low-income people and relevant community resources.
  • General office administration practices and procedures; principles and practices of sound business communication.
  • Standard business software, including Word, Outlook, Access, Excel, databases, and use of the internet.
  • Recordkeeping and filing practices and procedures.
  • State/County codes, rules and regulations and MAAC policies and procedures pertaining to the residential recovery programs.
  • Principles of case management.
  • Demonstrated written and verbal proficiency in English and Spanish language a plus.

  • Communicate effectively orally and in writing with a variety of individuals representing diverse cultures and backgrounds; understand and follow written and oral instructions; maintain confidentiality of agency documents and records.
  • Work effectively independently without close supervision; organize, set priorities, take initiative and exercise sound independent judgment within areas of responsibility; perform duties that require high attention to detail and application of rules and specific procedural requirements.
  • Demonstrate patience, flexibility, dependability, and creative problem-solving.
  • Operate modern office equipment including photocopier, calculator, computer and payroll administration and processing related software.
  • Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.
  • Use tact, discretion, courtesy and patience in dealing with sensitive and difficult individuals and situations.
  • Establish and maintain effective working relationships with agency staff and others encountered in the course of work.
  • Travel is required and may include attending meetings and/or conferences outside of the County. Transporting clients in emergencies and if appointment is over booked.

EDUCATION/EXPERIENCE/CERTIFICATION


DUIP

  • Requirements for placement in these classifications is pursuant to the requirements of the California Consortium of Addiction Programs and Professionals Credentialing (CCAPP) and/or California Association of DUI Treatment Programs Credentialing (CADTP) and may be subject to change. Continued employment is contingent upon maintaining registration/certification as outlined below. Submission of transcripts, certificates, diplomas, verification of work experience will be required.
  • CADCIII, CCAPP CCS, LAADC, or LAADC-S. (Preferred)
  • Applicants certified through CADPT; SUDCCIII, SUDCCIII-CS, SUDCCIV, or SUDCCIV-CS (Preferred)
  • Bachelor’s Degree or higher in related field (Preferred) and work experience in a related field Or
  • Three (3) or more years of work experience as a Program Coordinator or Program Lead in a DUI Program or related field.
  • Experience facilitating substance abuse groups; ability to organize and manage multiple priorities.
  • Alcohol and drug prevention, screening, assessment, intervention, treatment, aftercare.
  • Proficient in Microsoft Word, Excel, PowerPoint, Internet, Email, and other online data platforms.


RECOVERY HOMES

  • Prior supervisory experience in a treatment services program preferred.
  • At least one year of professional experience providing direct, indirect, or support services for alcohol and drug programs dealing with individual recovery or alcohol and drug problem reduction.
  • Certification in substance abuse treatment (CADC, CAADAC, CADPT, CAADE etc.).
  • Experience with clients with co-occurring disorders, including substance abuse, required.
  • Excellent written and verbal communication; good listener; good with numbers; people person.
  • Experience with County Electronic Health Record SanWits system; Encounters, Intakes, CalOM admit/discharge, level of care, and all other documentation requirements to be entered for billing services for DMC-ODS clients.
  • Proficient in Microsoft Word, Excel, PowerPoint, Internet, Email, and other online data platforms.


SPECIAL/OTHER

  • Must pass criminal background check through, Live Scan fingerprinting, FBI, and Department of Justice
  • Must have CPR certification or be willing to acquire on the job.
  • Must be free of debarment.
  • MAAC requires pre-hire medical clearance including drug/alcohol and TB screening.
  • Recovery Home will also be required to work on Sunday’ and assure that all shifts are covered and work a shift when staff call out. This also includes covering educational and clinical groups assigned to the staff member that day.

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
