Essential Duties

  • Collaborates with University departments on various strategic sourcing initiatives.
  • Develops effective sourcing strategies and action plans for new or improved supplier agreements as well as internal demand management and purchasing behavior changes. Collaborates with campus customers and other key stakeholders to produce best-in-class strategic contracts that will result in cost savings and operational efficiencies.
  • Develops strategic sourcing business cases through detailed analysis of contracts, spend data, usage patterns, future demands, and benchmark data. The business cases must tell a compelling story related to the savings opportunity and potential change management considerations.
  • Develops strategies and lead supplier negotiations. Analyzes supplier proposals and recommends appropriate next steps in the negotiation process. Facilitates all formal activities related to competitive bidding events. Proactively promotes the adoption and utilization of online competitive bidding technology where appropriate.
  • Manages supplier contracts that are strategic to the University, including but not limited to the strategic and marketplace (SunRISE) suppliers.
  • Collaborates with the department’s business analyst to benchmark, measure and manage supplier performance and schedule ongoing business reviews with the strategic suppliers to ensure accurate pricing and effective levels of service.
  • Meets regularly with campus constituents to identify savings and service opportunities, monitors contract compliance and facilitates the exchange of commodity and contract information.
  • Champions creativity and innovation, and looks for opportunities to refine processes and procedures to create efficiencies.
  • Constructively challenges the status quo.
  • Supports the University’s sustainability objectives.
  • Negotiates supplier pricing and terms, thoroughly calculates cost savings, and documents purchase transactions in compliance with university policy and industry best practice.
  • Drafts, reviews and approves RFPs before publication.
  • Understands data for business case development and decision-making.
  • Works with internal and external contacts to resolve problems.
  • May supervise staff which includes hiring, performance management, professional development, and work assignments.

Minimum Qualifications

Bachelors degree in business, supply chain management, procurement or other related field and, six (6) years of supply chain or procurement experience with at least three (3) years of strategic sourcing, OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

  • Evidence of CPSM / C.P.M.; Six Sigma Certification (Yellow, Green, or Black Belt), MBA or MLS/MPA.
  • Demonstrated knowledge of the principles and practices of strategic sourcing.

  • Demonstrated knowledge of best practices in sourcing a wide array of products and services.

Working Environment

  • Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse.
  • Required to stand for varying lengths of time and walk moderate distances to perform work.
  • Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds.
  • Regular activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts.
