Organizational Location: These positions are located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Human Resources, Human Resources Operation Center (HROC) in Irving, Texas.

These are non-bargaining unit positions.

Responsibilities

As a Human Resources Specialist, at the full performance level you will perform the following duties:

  • Provide senior level advice in a human resources specialty area;
  • Apply a range of human resources concepts, laws, policies, practices, methods and techniques to address substantive technical issues or problems characterized by complex, controversial or sensitive matters that contain several interrelated issues;
  • Identify, evaluate, and recommend to management appropriate human resources interventions to resolve complex interrelated human resources problems and issues;
  • Develop new or modified human resources work methods, approaches, or procedures for delivering effective services to customers; and
  • Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

    Qualifications

    You qualify for the GS-07 grade level if you possess one (1) year of specialized experience at the GS-05 grade level or equivalent performing duties such as:
    • Serving in a human resources specialty area providing basic information on the procedural and regulatory requirements governing human resources processes;
    • Gathering and analyzing basic facts; and
    • Researching the basic laws, regulations, and precedents for guidance on human resource issues. OR
    Education: A bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education. To qualify under Superior Academic Achievement, you must have completed the requirements for a bachelor's degree with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. OR

    Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

    You qualify for the GS-09 grade level if you possess one (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:
    • Serving in a human resources specialty area; providing general information on the procedural and regulatory requirements governing human resources processes;
    • Advising employees and applicants of human resources technical information in a specialty area such as vacancy and qualification information, employee retirement and benefits; or position classification; and
    • Resolving routine problems with an emphasis on quality customer service. OR
    Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree. OR

    Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
