The Strategy and Market Access(SAMA) Division is responsible for the department's strategic direction with a focus on energy security and market access, climate policy, development of low carbon natural gas value chain and clean energy investment attraction. It is also responsible for the policy and legislative coordination process and agencies, boards, and commissions.
The Strategic Initiatives Branch (SI) under the SAMA Division provides strategic leadership for the Ministry on cross-government initiatives and priorities. The branch serves as a strategic hub for the department and acts as a proactive policy/planning arm, employing techniques such as strategic foresight, scenario planning, and social innovation to drive new ways of thinking and planning in today’s complex energy landscape.
Role Responsibilities
The Strategic Initiatives Branch is currently seeking to hire an agile and driven Policy Analyst who is passionate about supporting the development of initiatives and policies to assist Alberta in ensuring the continued prosperity, competitiveness, and development of the province’s vast energy resources.
Reporting to the Manager, Policy and Planning, the Policy Analyst provides strategic analysis, coordination, and information on priority strategic energy issues and probable risks that could negatively affect Alberta’s energy system and Government’s overall strategy for resource management
Further to the deliverable outlined above, the Policy Analyst will also be responsible for:
- Policy and Legislative Support: Contribute to the Ministry's policy work by ensuring legislative instruments are developed in line with current government policy. This includes monitoring policy issues and changes, advising on their potential impact on existing and future legislation, and recommending necessary adjustments or additional tools to achieve the Ministry's goals. The position also involves developing policy resources, support materials, and training to enhance the Ministry's overall policy development capabilities.
- Research and Advisory: Conduct thorough research and analysis to provide informed advice to senior management on the development of policies, legislation, and regulations. Support the Ministry's agency governance responsibilities.
- Stakeholder Engagement: Collaborate and participate in departmental and stakeholder teams, working groups, and/or committees on projects and initiatives as well as communicating and informing key stakeholders of relevant information that support that support the branch's broader goals, objectives, and strategies. Works closely with Executive Council ensuring that the department receives appropriate approvals to meet prioities.
- Project Management & Co-ordination: Manage key divisional and branch initiatives/projects to ensure they effectively contribute to the Ministry's strategic objectives. Gather and synthesize ministry-wide data to monitor the progress and future direction of key initiatives and projects, including policy proposals, legislation, regulations, appointments, and public report releases.
- Reporting: Support the development of research reports, position papers, presentations, project management plans, briefings and other documents related to Ministry issues, strategy and policy initiatives, projects and issues for consideration by: Government committees, the Branch Management Team Executive, the Deputy Minister of Energy and Minerals, the Minister of Energy and Minerals or Cabinet as appropriate.

As an ideal candidate you will use your excellent communication, problem solving and time management skills to ensure that tasks are completed in a timely and accurate manner. Qualifications
Required:
University graduation in a related field (eg: Arts, Environmental Science, Commerce, Engineering, Law) and 2 years of related experience is required. Related experience can include research and analysis, stakeholder engagement, technical writing and briefing, and project coordination. Equivalencies will be considered as described below:
Equivalency:
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
Assets:
The following are considered assets for the position:
- Industry Experience: Prior experience working in the energy and minerals industry or related ministries and agencies
- Policy/Legislation Interpretation: Experience interpreting legislation, regulations, and policies related to energy development and related topics (e.g., Alberta’s regulatory frameworks for natural gas and key low carbon development pathways etc.) to provide feasible recommendations to Management and executive leadership.
- Public Sector Experience: Experience working in the public sector or within public sector decision-making processes.
- Technical Skills: Significant experience in conducting in-depth research and analysis, technical writing and briefing, and management of multiple projects/programs.
