Location: Olympia, WA

Job Summary:

The IT Business Analyst plays a crucial role in shaping the strategic direction of IT services within a State Agency. This position involves collaborating with business stakeholders to identify, analyze, and prioritize opportunities for improving IT functions and services. The IT Business Analyst provides expertise in functional analysis, needs assessment, business process improvement, and requirements analysis to support the agency's goals and objectives. Strong communication skills and a deep understanding of IT service management principles are essential for success in this role.

Essential Responsibilities:

  • Conduct functional analysis to identify opportunities for improving IT functions and activities, with a focus on reducing costs, improving efficiency, and better supporting customers.
  • Collaborate with business stakeholders to understand their needs and requirements, and design IT solutions that align with business objectives.
  • Lead business process improvement initiatives, developing strategies to promote the effective use of technology throughout the organization.
  • Utilize IT service management principles, including ITIL practices, to ensure the quality and efficiency of IT services.
  • Work closely with project teams to gather and analyze business and technical requirements, and translate them into actionable plans.
  • Map and document business processes using tools such as Visio Professional, Aris Software, and iGrafx Software, ensuring clear communication and understanding.
  • Apply project management practices and principles to IT initiatives, ensuring projects are delivered on time and within budget.
  • Evaluate the feasibility and relevance of requirements, considering factors such as effort, time, costs, and alignment with business goals.
  • Collaborate with stakeholders to identify data requirements and determine how existing data can be leveraged in new systems.
  • Utilize various techniques, including UML, process flows, use cases, interviews, and workshops, to collect and document requirements effectively.

Required Skills & Experience:

  • Bachelor's degree in Information Technology, Computer Science, or related field.
  • Minimum of [Number] years of experience in IT business analysis or related roles.
  • Strong understanding of business processes and IT systems.
  • Proficiency in project management methodologies and tools, such as PMBOK and MS-Project.
  • Excellent communication skills, both oral and written.
  • Experience with requirements analysis, data analysis, and process mapping.
  • Familiarity with IT service management principles, including ITIL.
  • Ability to work effectively with diverse stakeholders and project teams.

Mandatory Requirements:

  • At least three (3) years of experience working on modernization of IT systems using an agile framework.
  • At least three (3) years working with a State of Washington agency or similar state core financial, business filing, or charitable donation systems that interface with the agency and state accounting systems.
  • At least one (1) project migrating core applications from on-site client/server-based architecture to Azure cloud environment.
  • At least three (3) years of experience developing applications that are used by organizations, external to Washington State Government or similar state government applications, that follow State of Washington Identity Management User Authentication Standards.
  • At least four (4) years of experience developing and maintaining web-based business applications using specified technologies.
