The Agency for Health Care Administration is Florida's chief health policy and planning entity. The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives.


Under the direction of Secretary Jason Weida, the Agency is focused on advancing Governor DeSantis’ vision for Florida’s health care system to be the most cost-effective, transparent, and high-quality health care system in the nation. Current Agency initiatives include implementing Florida’s groundbreaking Canadian Prescription Drug Importation Program, overhauling Florida’s healthcare technological ecosystem, and increasing insight in the cost of health care services.

JOB DESCRIPTION:


This is a highly responsible project manager position with both technical and administrative duties within the Division of Information Technology (IT), Information Systems Development Methodology (ISDM) Unit. This position will manage multiple IT projects to support the Agency's strategic plan, legislative requirements, and technology needs. Projects involve creating custom software, Software as a Service (SaaS), or vendor-led solutions. Custom software development projects follow a hybrid agile project management approach. Business analyst experience is preferred.


YOUR SPECIFIC RESPONSIBILITIES:


Manage complex projects that support the Agency's business needs by following industry standard project methodologies. Manage project scope, project budget, and implementation activities to deliver projects on time and within budget. Ensure that the project team delivers high quality solutions that meet business needs.


Collaborate with the project sponsor to determine project vision and scope. Articulate the conceptual, logical, and physical design of the solution. Develop and manage a project schedule for the full project life cycle. Conduct planning, scheduling, and implementation activities to complete project goals. Work with project team members to identify the tasks needed to complete the project, estimate the level of effort to complete the tasks, and assign tasks to team members. Complete ISDM project documentation as required. Ensure that the project team complies with ISDM processes, technical standards, and documentation standards.


Communicate project status to stakeholders, Agency management, and team members in a timely and clear fashion. Develop collaborative relationships with team members and customers to achieve project goals. Identify and manage technical and non-technical issues and risks that could impact the project. Use problem solving skills to remove obstacles, resolve conflicts, and mitigate risks when possible. Escalate issues to management when appropriate.


Serve as the business analyst for assigned projects as needed. This includes but is not limited to conducting Joint Application Development (JAD) sessions and interviews to gather and document business requirements, workflow diagrams, and process maps. Transform business requirements into features, user stories, wire frames, functional and non-functional requirements. Test and validate work products. Coordinate user acceptance testing with the customer.


PREFERENCES:


  • Preference will be given to candidates with a Project Management Professional (PMP) certification.

  • Preference will be given to candidates with a Bachelor's degree in Computer Science, Information Systems, Business Administration, or another related field from an accredited college or university.

  • Preference will be given to candidates with business analysis experience.

ANNUAL SALARY: $50,000 - $55,000 ($1,923.08 - $2,115.39 biweekly), commensurate on experience


TOTAL COMPENSATION STATEMENT

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

  • Knowledge of project management principles, methods, techniques, and tools for the effective management of projects from initiation through project closure.
  • Knowledge of basic management principles and practices, methods of data collection and analysis.
  • Proficient with Azure DevOps, Microsoft Project, Microsoft Visio, SharePoint, and the Microsoft 365 Office Suite.
  • Proven communication skills, both written and oral, with technical and non-technical staff, and all levels of management.
  • Must possess the ability to establish and maintain effective working relationships with others.
  • Goal-oriented, action-focused, pragmatic, and self-disciplined.
  • Strong analytical, problem-solving skills.
  • Ability to work independently as well as in teams in order to meet deadlines.
  • Ability to plan, organize, and coordinate multiple projects and work assignments.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the continuous improvement of processes.

MINIMUM QUALIFICATIONS REQUIREMENTS

One (1) year of professional experience managing projects using the Project Management Institutes' methodologies and best practices.


  • Preference will be given to candidates with a Project Management Professional (PMP) certification.
