The following items are required to be submitted with your application. Applicants who do not submit the required items timely may not be considered for this job:

- Statement of Qualifications -
A completed Statement of Qualifications (SOQ) must be submitted with your State Application to be considered. The SOQ must follow the specifics as stated in the “Special Requirements” section.
Desirable Qualifications
Knowledge of:
- Developing Business and System requirements;
- Organizational Change Management principles, techniques, and methods;
- IT governance principles and guidelines to support decision making;
- Current industry standards, best practices, and trends related to software development life cycle;
- The System Development Lifecycle including the associated methodologies, tools, and processes;
- Principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation;
- Basic Project Management principles;
- The State of California Project Approval Lifecycle process;
- Developing Application Testing processes, procedures, templates, and guides;
- Modern application development principles and practices;
- Microsoft Office productivity tools and usage.
- Effectively communicate, both verbally and in writing;
- Communicate effectively with business and technical personnel with various levels of IT knowledge;
- Elicit and document Business and System requirements;
- Develop decision making documents;
- Develop educational material and curriculum based on consideration of the audience skill level and needs;
- Formulate and recommend policies and procedures;
- Perform benchmarking;
- Perform requirement management activities;
- Understand and analyze performance metrics;
- Conduct end-user training;
- Develop clear, accurate, and concise reports, correspondence, issue papers, memorandums, and other types of written communication to document requirements, status, concerns, and decisions;
- Work collaboratively with multiple teams within IT;
- Demonstrate strong interpersonal skills;
- Apply technical knowledge effectively and methodically;
- Be proactive, positive, and open-minded to direction and new ideas, be flexible with shifting priorities and situations.
