Responsibilities
The Environmental Specialist is responsible for compliance with all Federal, State, and Local environmental regulations associated with the assigned power generating stations. This role is accountable for various environmental related inspections, testing, and reporting. This role is also accountable for incorporating new or revised requirements into environmental practices and standards. The Environmental Specialist works closely with staff to ensure compliance and reduce environmental risk. This role will assist sites in implementation of the Environmental and Sustainability playbooks and help champion Green Team development and initiatives.
1. Provides routine and non-routine environmental monitoring, inspections and testing.
- Performs daily, weekly, and monthly Continuous Emissions Monitoring (CEMS) monitoring and works with plant personnel to address concerns.
- Performs routine storm water and SPCC inspections and proactively addresses concerns
- Ensures all necessary inspections are completed and reviewed.
- Coordinates and ensures proper completion of all stack air emissions testing including; RATA, MATS, Appendix E and Performance testing.
- Collects, tests, and evaluates periodic environmental samples in accordance with applicable permits and environmental standards
- Ensures samples are properly collected, handled, and analyzed by and evaluates the results.
- Assists in environmental compliance auditing, both internal and external, and ensures all findings are addressed in timely manner
- Assist other Specialists with field work as necessary such as stack testing, groundwater sampling, and waste or water sampling.
- Periodically reviews environmental files and recordkeeping for completeness and accuracy
- Performs regulatory compliance assessments and provides technical input on permit applications
- Develops, reviews, and updates environmental procedures, programs, standards, plans, etc.
- Monitors new and proposed regulations to incorporate new environmental practices and standards
- Assesses and reduces environmental risk by working with plant and support personnel to mitigate risk
- Collects, analyzes, and records all necessary environmental related data as needed.
- Keeps all tracking and recording sheets up to date on a regular basis.
- Completes periodic environmental reporting (monthly, quarterly, annual, etc.) for various environmental requirements.
4. Assist site managers in development of Environmental Objectives and Targets and Environmental and Sustainability Action List (ESAL) as described in OPPD's environmental playbook.
Qualifications
- Bachelor degree in environmental, scientific, engineering, or related discipline
- Two (2) years of experience with environmental techniques, processes, applicable laws and regulations
- General knowledge of air, water, hazardous, and solid waste measurement and control equipment, principles, and practices
- Strong interpersonal and communication skills with an ability to communicate with all levels
- Ability to evaluate environmental data, identify abnormalities, and resolve problems
