Responsibilities
PRIMARY PURPOSE
Identifies, maps, defines and improves processes and procedures based on analytical expertise to support the maintenance division. Conducts cost and efficiency-driven analyses over manpower, budget, and processes and research and provides recommendations to improve organizational effectiveness, productivity, and save costs. Prepares a variety of analysis and reports to provide accurate and up-to-date information for informed decision-making.
KEY ACCOUNTABILITIES
Manages confidential data to determine, review, analyze, and report on headcount and budget related topics, aiming to identify improvement opportunities as well as performance gaps in labor and material expenses in the maintenance division.
Reviews and documents existing departmental procedures, processes, and policies to identify inefficiencies. Develops new procedures and processes to improve effectiveness, productivity, and save costs. Monitors compliance and adherence.
Provides guidance in KPI, budget, headcount costs, and process monitoring and reporting for Maintenance. Conducts analyses, research and statistical reporting, developing and writing complex custom reports to be used in further analysis to support CMBC Maintenance in achieving corporate KPI objectives.
Performs fit-gap analysis, as required and provides advanced technical guidance, exchanges information and coordinates activities related to project work.
Provides technical expertise and facilitates the implementation of business process changes for clients, resulting from organizational and/or technological changes. Coordinates technology and financial stakeholders to sign off on solution options and identify technology/finance/service gaps.
Liaises with business leads to gather information required to do detailed analysis for key datasets. Visualizes and structures data so that it can be easily comprehended and used to make informed business decisions.
Prepares ad hoc reports, presentation materials and related to performance measurement, and research latest trends, best practices and other related data as assigned. Prepares various reports, in-depth analysis and recommendations for senior management, working teams and key stakeholders for decision-making.
Identifies areas where new services would enhance achievement of department or corporate objectives and develop, implement enhancements and solutions and follow-up services to maintain application health.
Gathers information from multiple sources, identifies creative / innovative solutions, assesses client impact and recommends / implements a solution and / or best course of action while incorporating best practice and within regulatory guidelines.
Leads discussions with stakeholder groups to identify and analyze requirements using a variety of techniques such as interviews, document analysis, requirements workshops, surveys, site visits, use cases/scenarios, workflow analysis.
Evaluates information gathered from multiple sources, use thought leadership to pull together multiple stake holder needs into one cohesive project plan.
Reconciles conflicts and decompose high-level information into detailed functional and technical specifications.
Documents detailed business requirements and review high-level system design using TransLink’s standard project methodology templates and guidelines and coordinate requirement walk-throughs and signoffs with business stakeholders.
Works with CMBC staff and business stakeholders to document current as-is and/or to-be business processes, using TransLink’s standard business process notation and diagramming methods.
Assists the Manager in developing and maintaining business analysis projects, budget, and workplan plans and the work breakdown structure (WBS), as required.
Participates in the development of Organizational Change Management (OCM) materials as required.
Qualifications
EDUCATION AND EXPERIENCE:
The requirements for this job are acquired through the completion of a related University Degree related to Business Administration, Process Engineering, Business Economics or Transportation Planning, plus five (5) years of experience in mapping and analyzing complex processes from a cross-functional perspective, and developing various reports and business process initiatives utilizing an inclusive and structured approach to problem-solving to address customer needs and improve efficiencies.
OTHER REQUIREMENTS:
Strong analytical skills when conducting reviews and participating in business improvement initiatives
Solid knowledge of concepts, principles, practices and techniques pertaining to all aspects of performance measures, benchmarking, and process mapping, projection, and improvement.
Knowledge of methodologies for supporting system improvements to a range of complex issues.
Solid experience with project coordination and implementation.
Excellent written and oral communication skills.
Demonstrated ability to present complex information in an understandable and compelling manner.
Solid skills in standard office software tools including word processing and advanced spreadsheet and presentation software, statistical packages and use of web-based and process management systems.
Business Analyst Certification (e.g. International Institute of Business Analysis CBAP, PMI PBA, etc.).
Previous development experience in a technical environment is beneficial.
Lean Six Sigma training is beneficial.
Agile methodology knowledge.
Organization Change Management (OCM) skills.
Other Information
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
Work Schedule
37.5 hours per week.
Work Designation
Hybrid
This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
Salary $82,400 - $123,600 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
