Job Description

The mission of the Department of Youth and Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety.DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the DC community.

The Human Resources (HR) Specialist (Recruitment) is located within the Department of Youth Rehabilitation’s (DYRS) Office of Human Resources (OHR). The purpose of the OHR is to provide personnel and management advisory services regarding DYRS' human capital resources in support of programmatic operations to achieve operational goals and objectives. The incumbent of this position will serve as a subject matter expert and provide the full range of technical, assistance, guidance and advisory services to managerial, supervisory and nonsupervisory staff in the management of human resource activities and resolving human resource issues in the areas of Recruitment & Staffing as it relates to the District of Columbia 's Personnel System and related federal and local government regulations, policies and procedures.

Duties and Responsibilities

The Human Resources Specialist will provide full life-cycle recruitment to ensure that optimum staffing levels are achieved. Assesses, develops and implements recruitment strategies that target and ensure placement of the most skilled and competent talent. Prepares position vacancy announcements in collaboration with the hiring manager, comparing the vacancy announcements with the position descriptions and according to the position’s collective bargaining agreement. Reviews vacancy announcements for quality and accuracy to advertise jobs. Creates job requisitions in PeopleSoft. Assures that position vacancies are posted in the appropriate media including Social Media and websites. Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans. Determines qualification requirements for all levels of jobs, including nonsupervisory, supervisory and managerial with non-specialized and specialized requirements in accordance with regulations, rules, and industry standards.

The incumbent will prepare and review Selection Certificates which list eligible job applicants, assuring adherence and compliance with the procedural requirements of the Department of Human Resources (DCHR), and conformance with the goals and objectives of the agency. Conducts personal reference checks on applicants. Initiates personnel action for new employees in PeopleSoft. Researches, interprets and applies various pertinent laws and standards including District and Federal regulations and procedures related to personnel matters. Explores all possible sources of job applicants to include re-employment priority and displaced employee programs. Analyzes mission and functions in view of the current labor market to ensure the recruitment of the best-qualified applicants. Identifies, develops and maintains ongoing recruitment sources including, but not limited to, community relationships, job fairs, college recruiting, networking with community and professional based organizations, and print media. Researches market trends to understand the complexity of staffing and equitable compensation.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Possession of a SPHR, PHR, IPMA-CP, IPMA-CS or equivalent professional human resource certification is preferred.

Work Conditions and Environment

The work is performed in an office setting. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.

Tour of Duty: M-F during normal work hours between 7:00am-6:00pm. *Times are flexible pending department needs and supervisory approval*

Pay Plan, Series and Grade: CS-0201-12

Promotion Potential: No known promotion potential

Collective Bargaining Unit (Non-Union): This position is not a part of a Collective Bargaining Unit.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a security-sensitive position.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
