PRIMARY DUTIES & RESPONSIBILITIES
The Hiring Range for this position is $21.15-$26.44/hourly
This is classified as VHBE (Variable Hour Benefit Eligible), where the selected candidate will work an average of 40 hours per week. The selected candidate will be eligible to elect Medical Benefits as well as accrue paid time off and receive 11 paid holidays.

PRIMARY DUTIES & RESPONSIBILITIES
The Housing Specialist provides one-on-one or group counseling for clients requesting assistance with housing situation including matters such as pre-purchase, down-payment, closing cost assistance, foreclosure prevention and reverse equity mortgage counseling.
  • Counsel and interview clients with respect to their overall financial situation as it relates to home ownership, budgeting, debt reduction, credit re-building and education, in accordance with established federal guidelines
  • Obtains appropriate release of information and waivers for program process
  • Create and ensure completion of a client’s file per organizational and HUD guidelines
  • Provides referrals as appropriate to specific client needs
  • Completes monthly administrative reports
  • Conducts initial assessment for individuals seeking HOAP financial assistance or foreclosure prevention counseling
  • Build relationships with lenders, realtors, and other parties necessary to develop referral resources, complete financial assistance applications and attends loan closings
  • Coordinates and conducts foreclosure and pre-purchase seminars, maintain counseling certifications, maintains liaisons with other counseling programs and housing professionals to assure that HOAP is represented in matters pertaining to operations of the counseling program
  • Conduct community outreach to meet program goals
  • Assist the Housing Programs Supervisor with special projects as assigned and other tasks deemed necessary to achieve overall goals and operate a successful program.
  • Will have a key role in processing applications for the Emergency Mortgage Assistance Program (EMAP)
  • Assists in the marketing of programs to appropriate clientele
  • Keeps current regarding programs and information in housing and related fields
  • Performs additional duties as assigned
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
  • Associate degree in real estate, business administration, marketing, human services, counseling, or a related field
Experience:
  • At least one (1) year progressively responsible experience in HUD, CDBG, HOME, ESG programs, community development and affordable housing programs, planning, and/or grant administration
  • Bilingual competence preferred
Licenses and Certifications:
  • Valid driver’s License with clean Motor Vehicle Report ·
  • Per HUD requirements, by August of 2020, all housing counselors must pass the HUD Housing Counseling Exam and become Certified Housing Counselors
Knowledge of:
  • Principles and practices related to real estate and mortgage lending
  • Personal computers and related software including word processing, database and spreadsheet applications strategies
Skills in:
  • Strong interpersonal, analytical, organizational
  • Proficiency in Microsoft Office, Including Word, Excel, Outlook, Microsoft Teams
Abilities to:
  • Establish and maintain effective working relationships with employee, program clients, and citizens
  • Handle sensitive or stressful situations with tact and diplomacy
  • Deal effectively with diverse clientele Demonstrate a command of high quality and professional written and verbal communications skills
Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
  • Light physical work requiring the ability to lift, push or pull a maximum of 20 pounds with or without assistance
  • Occasional lifting, carrying, walking and standing
  • Frequent hand/eye coordination for operation of computer system and motor vehicle
  • Vision for reading and interpreting reports and documents
  • Frequent speech communication and hearing to maintain communication with employees, program participants and citizens
Work Environment:
  • Works both indoors and outdoors in varying types of weather
  • May work in a dusty and/or noisy environment
Equipment Used:
  • Frequently uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
