Position Summary

The role of the Senior Project Manager – Project Development (“SPM”) is to lead P3 bidding process from a developer/equity investor perspective on P3 social and transportation projects across a Canada. The SPM will have management responsibilities which commence upon the identification of targeted projects and includes amongst other things the initial teaming discussion and arrangements, preparation of qualification documents, development of the bid and proposal submission documents and continues through to the commercial and financial close and transition of a project into construction. The position reports to the Director in Canada and requires the individual to work in a team environment with internal and external finance, legal and construction & operations teams.

Duties and Responsibilities

  • Working as a member of the origination team on the identification, partnering, and procurement of suitable Public Private Partnership (P3) opportunities.
  • Building strong networks and close working relationships within the P3 industry.
  • As bid director, lead and coordinate the development of the team’s response to Requests for Qualifications (RFQ) and Requests for Proposals (RFP) until achieving financial close.
  • Coordinate with other team members the development of the bid deliverables from a finance, insurance, design, construction, maintenance, and operations perspectives.
  • Lead the management and coordination of the engagement of all relevant developer and lender advisors.
  • Develop an in-depth understanding of the Project Agreement and lead commercial meetings and negotiations with Public Agencies.
  • Work closely with the legal team in negotiating the commercial and contractual structure associated with the Project (Teaming Agreement, Design-Build Contract, Facility Management Agreement, etc.)
  • Coordinate with the finance team to secure the most cost-effective project financing, including coordination of lenders advisors (technical, insurance, legal, etc.) and credit rating agencies.
  • Review project costs and documentation provided by Design-Build and Facility Management Partners.
  • Report to senior management on bid progress, project descriptions, design-build and operations inputs, commercial activities, etc. required for distribution to the Sacyr Group Executive Committee.
  • Other ad-hoc work to be performed to support other development activities or activities with the finance, legal or technical groups.

Qualifications/Requirements:

  • Bachelor’s degree in engineering, business or finance required; equivalent combinations of education and experience will be considered.
  • At least 5 years of successful experience in a project development / finance environment in the North American P3 and construction industry.
  • Working proficiency in English. Spanish would be valued.
  • A strong commercial understanding of the P3 contractual framework. Specific successful P3 deal experience would be a plus.
  • Excellent organizational and coordination skills with the ability to effectively manage time, priorities, and multiple deliverables under pressure.
  • Responsibilities cover a wide scope of expertise and require quick learning, flexibility, and adaptability, as well as an acute sense for detail.
  • Must be a self-starter with the ability to work in an integrated team of partner companies in the pursuit of a P3 bid from initial teaming to financial close.
  • Must be able to both lead and work within a team oriented, collaborative environment.
  • Excellent communication skills (both written and oral).
  • Proficient in Word, PowerPoint and Excel.
