Job Summary
- Leadership & Strategy: Proactively and holistically lead and support enterprise architecture (EA) activities. Guide the development of technology solutions that align with business goals, objectives, and architectural standards.
- Comprehensive Solution Management: Oversee a diverse portfolio of projects, systems (including applications, technologies, processes, and information), shared infrastructure services, and shared application services.
- Business Alignment: Understand and integrate business capabilities, value-streams, and processes to ensure that technology solutions meet business needs.
- Architectural Governance: Create deliverables that manage the organization's portfolio of "to be" and "as is" solutions, ensuring compliance with architectural governance and standards.
- Technical Guidance: Provide expert advice to MNIT Services, DHS, and MNsure management on technical and architectural decisions. Offer technical guidance to development staff.
- Systems Support: Perform a wide range of systems software support activities to support various application and system components.
- Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
- Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications
Minimum Qualifications
Experience must include the following:
- Leading strategic enterprise project and securely designing and implementing large scale enterprise systems.
- Public and private cloud infrastructure and services, including design, building, and integrating systems.
- Applied expertise with architecting, designing, and implementing large scale enterprise systems using Java/J2EE or other similar object-oriented programming language technologies.
- Experience architecting solutions using CRM platforms such as Salesforce.
- Knowledge of architect standards and conventions, such as TOGAF, ISO/IEC, Zachman, Federal Enterprise Architecture, Datawarehouse Architecture, etc.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
- Knowledge of Department of Human Services, Office of Inspector General systems, processes, and data models.
- Seven (7) or more years in a progressive Enterprise Systems Lead role, including prior experience in designing Infrastructure services hybrid clouds, along with providing technical architecture standards programs.
- Experience developing architecture blueprints, strategies, and roadmaps and leading architecture governance committees, teams.
- Knowledge of various back-end development languages (e.g., .NET, Java, Go, Python), knowledge of various integration technologies (e.g., IBM ACE, Active VOS, MuleSoft, Apache Kafka, etc.), knowledge of CRM systems such as Salesforce, and knowledge of various database technologies (e.g., MySQL, MongoDB, Oracle, etc.).
- Understanding and knowledge of system development life cycle methodologies (e.g., waterfall, spiral, agile, rapid prototyping, incremental, synchronize and stabilize, DevOps).
- Excellent analytical, planning, organizational, and technical skills, with the ability to work creatively to solve business problems and propose scalable and flexible solutions that meets current and future business needs.
- Design end-to-end Salesforce solutions that meet business needs, ensuring alignment with organizational goals.
- Successfully architected solutions that utilize various Salesforce products (e.g., Sales Cloud, Service Cloud, Experience Cloud, and Public Sector Solution) to drive business results.
