The Training Assistant performs program support and technical administrative assistance to the Howard County Child Care Resource Center, within the Office of Children and Families. This grant funded position will perform technical administrative level support work and oversees the completion of all assigned projects and duties related to training and technical assistance for early care and education professionals. This position serves as the Registrar for the Office of Children and Families. This position will also assist with development and implementation of training and assist in programming and service delivery throughout the Office of Children and Families.
This is a grant-funded position and is ineligible for membership in a collective bargaining unit. This position may be abolished when the grant-funding ends.
STARTING SALARY HIRING RANGE:
$28.44 - $32.09
$59,155 - $66,747
CLASS DESCRIPTION:
Performs senior technical level administrative support work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work typically involves administrative, technical and para-legal work providing staff assistance to various Boards; or administrative secretarial or constituent services work assisting the County Executive, the State’s Attorney, the Chief Judge of the Fifth Judicial Circuit, Chief of Staff or the Chief Administrative Officer. Assumes responsibility for clerical procedures and office operations; maintains executive calendar and appointments. May supervise a support staff. Work at this level may include independent responsibility for a difficult and complex administrative or clerical process not requiring the attention of a professional or technical expert.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Work and cooperate with co-workers and supervisors at all levels.
Learn and perform all essential job functions.
Participate in activities related to Emergency Management as requested, including work outside normal business hours.
Administrative Support:
- Primary contact for all registration transactions for Office, including cancellations and rescheduling.
- Review and update training and promotional materials, including website.
- Serve as Activenet Administrator and manage all functions of Activenet registration software
- Coordination of in-person and virtual workshops and training events
- Develop and maintain a filing system
- Handles and directs telephone and email correspondence.
- Assists as required at various functions.
- Serves as backup administrative support as needed across the Office.
Grant & Data Management Support:
- Independently respond to basic inquiries from funder via phone and/or email.
- Organize and maintain electronic and paper files of grant documents and resources.
- Support with website management.
- Support CCRC Training Coordinator with administrative tasks related to filing, grant compliance, generating grant documents and monthly reports.
- Compile data and write sections of grant reports.
- Maintain up-to-date contact lists.

Responsible for coordination and support of all Office of Children and Families training and technical assistance activities for child care providers and parents, including but not limited to:
- Lead all registration activities.
- Provide all on-site support for in-person training sessions.
- Lead facilitator for virtual trainings and events.
- Create user guides and manuals for trainings.
- Train staff on virtual facilitation methods.
- Develop content to promote trainings and Office events and disseminate widely, including Office website and e-newsletters.
- Manage e-newsletter development and dissemination.
- Develop communication and outreach plans that highlight trainings and classes for child care providers and parents.
- Represent DCRS and OCF at meetings and community events
- Provide research and other support to CCRC Program Manager and Office Administrator as it relates to training.
- Assist with community outreach, programs and service delivery within the Office of Children and Families.
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.
MINIMUM REQUIRED EDUCATION/EXPERIENCE
Associate Degree and four (4) years related experience or an equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
- Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
- Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
- Proficiency in virtual platforms and use of technology for human services delivery.
- Experienced and comfortable working with numbers and in databases.
- Experience facilitating or supporting group and individual learning/ training.
- Basic knowledge of training/workshops/curricula topics for use in early childhood programs.
- Critical thinker with impeccable attention to detail.
- Ability to work well independently with accountability to task completion and function as part of a team.
- Excellent time management skills and aptitude for proper task prioritization in a results-oriented work process.
- Professional demeanor, integrity, tact, and good judgment with the ability to handle sensitive matters.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; and use hands to finger, handle, or feel. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. Employee must be able to drive to assisted living facilities, meetings, etc.
This is a field/technical position with work typically performed in both office and field settings and requiring the ability to maneuver in and around such settings. The noise level in the work environment is usually moderate.
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
