ENERGY SYSTEMS GROUP® is seeking an Environmental, Health & Safety Specialist to join our Operations Services team located at our Fort Liberty Facility in Fayetteville, North Carolina. This position is onsite. Travel, including overnight stays, is required.
The Environmental, Health & Safety Specialist ensures compliance with all environmental, safety, and health standards and regulations at the local, state, and federal levels. The EHS Specialist directs and completes on-site safety support for ESG’s projects through duties that include but are not limited to site safety planning and implementation, document review and processing, site safety management system deployment, written and verbal safety communications, and general clerical skills. This position will fulfill the Site Safety Health Officer (SSHO) responsibilities as defined within the US Army Corps of Engineers’ EM 385-1-1 Safety and Health Requirements Manual. The position requires construction and general industry safety knowledge and the ability to review and approve site safety plans per OSHA and EM385-1-1 requirements. The EHS Specialist establishes and oversees specialized training programs, prepares various permit applications, and ensures compliance within reporting and permit renewal management. This individual must maintain awareness of current existing and emerging EHS processes, laws, and regulations that impact company operations, in addition to communicating any changes that occur within or related to this area. The EHS Specialist will streamline reporting requirements while reducing costs and ensuring compliance, and s/he will offer technical expertise as required to aide in decision making and directional design. The individual will have constant exposure to and influence over ESG employees and ESG subcontractors. This position is a self-starting leader who will make a positive safety culture impact by daily contacts with the facility management and employee teams. This position will maintain relationships and performance status of employees to ensure the ESG team is maintaining a compliant worksite.
The essential functions of the position include:
- Provide specialized technical expertise in program areas involving chemical release, storm water and industrial wastewater management, wastewater projects, waste disposal, proper characterization, recycling efforts, air permitting and compliance
- Performing site inspections, mishap and near miss investigations, site orientations, development of Activity Hazard Analysis (AHA) and APPs and incident investigations with Root Cause Analysis
- Serving as “Competent and/or Qualified Person” for activities including, but not necessarily limited to; fall protection, confined space entry, scaffolds, hot work, lockout/tag out, PPE
- Prepare federal, state and local permit applications and maintain regulatory oversight responsibilities for related programs
- Ensuring that all activities are conducted with all applicable OSHA requirements, local (customer) requirements, and the Safety and Health requirements of the EM 385-1-1
- If applicable, develop, propose and oversee environmental monitoring (ambient and process), water (drinking, storm and waste) and solid wastes, and evaluating and acting upon the results
- If applicable, determine, analyze, record and report source and effluent emissions for air, wastewater and waste streams and help establish, recommend and optimize multiple facility environmental system operating trends
- If applicable, air compliance reporting/permit renewal management and support; ensure that all compliance requirements related to the air compliance permit are completed
- Streamline the reporting requirements of the function, while reducing costs and ensuring compliance
- Provide (documented as necessary) technical direction, counseling, and training in environmental areas to project management and operations staff members as well as other groups involved in environmental activities
- Provide technical expertise in area of specialization to assist in decisions of direction and guidance regarding environmental standards, equipment, processes, policies and procedures
- Oversee activities of all ESG employees, contractors and consultants involved in related EHS programs and field sampling and emissions testing for the site
- Provide technical expertise in area of specialization to assist with compliance related activities as may be requested
- Oversee EHS related maintenance work orders
- Perform formal safety inspections
- Maintain awareness and communicate existing and emerging EHS processes, laws and regulations that may impact plant operations and/or project management
- Conduct EHS projects with assigned businesses, ensuring strategic compliance and task completion; assist with the contractor prequalification including the development of an approval process ensuring compliance
- Define, develop and maintain appropriate studies, programs and the databases that will provide management with pertinent knowledge of EHS impacts and the basis for preventative and/or corrective actions
- If applicable, manage the asbestos and lead abatement programs and project remediation efforts
- Conduct process improvements and risk mitigation through Failure Mode Effectiveness Analysis (FMEA) and Hazard and Operability Studies (HAZOP)
- Valid driver’s license and an acceptable driving record
Your background includes:
- Bachelor’s degree with focus in Environmental and/or Occupational Health & Safety studies or comparable level of experience and training
- Three to five (3-5) years of professional EHS experience with knowledge of Environmental regulations, and strong Health and Safety regulatory knowledge of OSHA CFR 1910 and 1926, and EM-385-1-1
- Strong occupational safety background and focus to ensure zero incidents and maintaining a strong safety culture
A bonus to have:
- Five (5) or more years’ related experience in Environmental, Health, and Safety industry
- Certified Hazardous Material Manager (CHMM)
- Construction Health and Safety Technician (CHST) or Certified Safety Professional (CSP)
- Demonstrated experience in the application of EHS management systems
- Direct experience in developing and implementing EHS stewardship programs
- Direct experience with EHS data systems
