JOB TITLE: ENVIRONMENTAL PERMIT REVIEWER AND COORDINATOR
DEPARTMENT: FISHERIES
REPORTS TO: ASST DIRECTOR – FISHERIES PROGRAM / WATER QUALITY MANAGER

This position will be responsible for reviewing permit applications for project impacts within the Puyallup Tribe’s Reservation and Usual and Accustomed area. Makes recommendations for proposed actions to minimize project footprint, impacts and future harms. Determines and analyses environmental resources. Interrelationship between NEPA and other federal laws. Determines scope and extent of cumulative impacts that may result and recommendations on how best to mitigate.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Identify critical and emerging issues, review proposed development projects and identify risks to tribal resources. Prepare internal responses when nature of project requires such. Submit comments letters to lead agency responsible for permit issuance and coordinate with other departments, as necessary.
2. Provide leadership on ways to improve the quality of environmental protection through reduction, minimization and avoidance of impacts.
3. Serve as a resource on environmental protection, development compliance and habitat improvement.
4. Perform and in some cases lead the development of environmental planning and regulatory compliance documents in accordance with local, state, and federal guidelines and requirements.
5. Interpret and apply applicable land use and environmental government codes, ordinances, and regulations.
6. Conduct biological and water quality monitoring in the tribe’s usual and accustomed fishing grounds, as needed.
7. Participate in and/or lead client meetings; presents and/or supports public information meetings and hearings.
8. Work collaboratively as part of a project management team to deliver needed projects that improve the sustainability of our communities;
9. Assist with the management of the environmental review process for a range of projects including utility infrastructure, habitat restoration, parks and trails, airports, Port and marine terminals, community development, water resources, cultural resources, transit, rail, and/or roads and highways;
10. Engage in positive solution-oriented interactions with tribal and outside representatives
11. Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.
QUALIFICATIONS AND REQUIREMENTS

Education and/or Experience
Bachelor’s Degree from an accredited college in Fisheries, Environmental Studies/Planning, Natural/Physical Sciences, or related field and two (2) years' professional experience working with federal, state, and/or local environmental laws, regulation, policies, procedures and processes. Knowledge - three years demonstrated and documented of understanding of:
- Federal, state and local environmental issues, processes, laws, regulations and policies
- Project management principles
- High quality communications and effective conflict resolution techniques
- Project development and delivery
- Three or more years' experience managing the preparation of NEPA/SEPA environmental documentation for development projects, and engineering training or experience.
- Experience writing and reviewing project level environmental documents in the human environment issue areas (social, environmental justice, strong leadership, innovation and communication skills
- Experience working with diverse communities and resource agencies
- A fundamental understanding of storm water regulations and treatment
- Knowledge of and experience with environmental laws and policies including GMA, SEPA, NEPA, and local government development codes (particularly Pierce County and WA State Hydraulics Code).
- Knowledge of or experience working in the environmental planning, transportation, utility, energy, or local government planning arenas.
- Strong analytical skills and ability to assess environmental impacts with increasing complexity.
- Ability to manage multiple tasks/assignments simultaneously and adapt to changing priorities.
- Familiarity with project management techniques and principles.
- Strong interpersonal skills, collaborative approach, and ability to work as part of a team.
- Excellent verbal and written communication skills including ability to speak in front of groups.
- Ability to travel and conduct site visits over a range of natural and sometimes remote terrain and in adverse weather conditions.
- Knowledge of a relevant specialization such as familiarity with one or more of the following: State Hydraulics code, SMA, State, local and WADOT, Stormwater Manuals, Wetland identification and protection, Noise monitoring and evaluation, Air quality monitoring and evaluation, Visual/aesthetics evaluation, Environmental justice evaluation under NEPA, or sustainability evaluation is desirable.
- Strong technical writing, computer analysis, and project research skills. A preliminary assessment involves staff review of known wildlife and fisheries resources of interest and the potential for these resources to occur in the project area or adjacent properties. The department provides a preliminary response indicating the potential for impacts and/or request further on-site investigation.
- Familiarity with the following:
- Rare, threatened and endangered species
- Riparian buffers and wetlands
- Streams, shorelines and aquatic habitats and passages
- Department investments, such as public lands and public access points
- Wildlife travel corridors
- Forest fragmentation and habitat connectivity considerations, regulatory proceedings, providing direct input to protect aquatic habitats on individual development projects, Stream Alteration, Dam Safety, water withdrawals, etc.
- Developing or influencing policies, procedures and practices affecting aquatic habitats such as:
- Stream Alteration General Permit – this permit regulates instream practices on perennial streams.
- Riparian Protection Guidance – establishes riparian protection recommendations for private, city, county, state and federal government lands.
- Hydropower Violations Enforcement – establishes protocols for timely response to reports of environmentally damaging and illegal incidents and activities
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Must demonstrate broad, comprehensive knowledge of statistical theory and techniques of quantitative biological research. Skills of interest include knowledge of experimental, sample and survey design; variance estimation; regression, spatial and time series analysis; multivariate and nonparametric methods; generalized linear, linear mixed effects, and hierarchical models; population size estimation using mark-recapture; and Bayesian techniques in ecological settings.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Licenses or Certificates
Must have and maintain a valid Washington State Driver's License and proof of insurance. Driver’s License must not contain any restrictions that would otherwise prevent an employee from complying with the Tribe’s Vehicle Use Policy.
