This position is Hybrid Remote Work. The duties of this position are performed remotely as well as at our central office in Salem. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.

What we are looking for:
The Reporting and Training Unit Manager will oversee policy development and execution within the Forest Resources Division. This position will coordinate with other units to evaluate and report on the implementation and effectiveness of Oregon Administrative Rules, Oregon Revised Statutes, and other Division programs. Coordination within the department and among state and federal agencies, research scientists, forest landowners, and other interests is required. Duties include:
- Provide technical guidance and consultation on forest practice training for forestry staff and field personnel, landowners, and other interests.
- Lead and manage the divisions reporting functions for internal and external requirements.
- Recommend revisions to agency policy and procedures by evaluating their impact on program activities to increase effectiveness of program operations.
- Oversee and execute Reporting and Training policy development and implementation, provide technical consultation, and guidance to agency leadership, landowners, operators, stewardship foresters, technical specialists, and their supervisors through the training program and in collaboration with other unit managers and field leadership.
- Oversee development and maintenance of the reporting program objectives, division performance metrics, key metrics for the Habitat Conservation Plan, and Forest Resources Division training strategic plan.
- Support the implementation of Division programs to ensure continual improvement of field operations in meeting program goals, as well as the goals for the Habitat Conservation Plan.
- Oversee the collection, summarization, and reporting of information about statewide Forest Practice activities.
- Provide leadership for Division policy planning development and implementation.
- Oversee administrative rule making.
EXPERIENCE AND EDUCATION
Five years of lead work, supervision, or progressively related experience.
OR
Two years of related experience and a bachelor’s degree.
Note: Driver’s License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver’s license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.
Desired Skills:
- Proficiency in Microsoft Teams, Word, Excel, PowerPoint and Access.
- Experience developing a budget. Ability to conduct long range planning and provide Unit budget recommendations.
- Ability to establish long-range objectives and specify the strategies and actions to achieve them.
- Experience planning, assigning and reviewing staff work, and ability to adjust work assignments and schedules to maintain adequate staff to respond to changing workloads and needs.
- Experience providing leadership for policy planning development and implementation.
- Ability to effectively communicate in person and in writing, as appropriate for the needs of the audience.
- Ability to create a working environment that encourages all employees to achieve their full potential. This includes addressing career development opportunities, developing individual learning plans and by reviewing employee training and career plans to determine appropriate development assignments.
