Summary
King County Metro’s Mobility division has an exciting opportunity to hire a Supervisor of Fare Media Sales.
Job Overview: The Supervisor of Fare Media Sales will oversee several key components of our Fare Media Sales operations, ensuring exceptional service delivery and community engagement. This role is crucial in enhancing public transit accessibility and supporting our mission to provide sustainable and equitable transportation solutions.
About Us: The Fare Media Sales group is a multi-faceted operation designed to meet the diverse transit needs of our community. The office manages several critical components, each dedicated to enhancing access to public transportation through a variety of programs:
Pass Sales Office: Direct customer engagement and fare media sales at service locations. Handles sales, troubleshooting, and in-person assistance to ensure a positive customer experience.
Business Choice Team: Develops transit solutions for local businesses. Manages bulk ORCA card sales, coordinates with regional partners, and maintains stakeholder relationships.
ORCA Regional Mail Center: Processes and fulfills fare media orders for the regional transit network. It ensures efficient and timely delivery for individual and bulk requests.
Neighborhood Pop-up Events: These events bring fare media sales and support to communities and expand the reach and access to public transportation services.
ORCA LIFT Program Administration: This program provides reduced fares for low-income individuals. It works with local partners to enroll eligible participants and support equity initiatives.
Subsidized Annual Pass Program: This program offers fully subsidized transit passes for vulnerable populations and manages eligibility, enrollment, and ongoing support.
Job Duties

As the Supervisor of Fare Media Sales, you will:
- Develop and implement short- and long-term strategies to improve Metro’s fare media sales programs, ensuring they meet public needs and deliver high-quality service.
- Oversee the resolution of customer concerns and manage Metro’s responsibilities related to fare media programs.
- Design, implement, and maintain an effective training program focused on service quality and customer relations for fare media representatives and customer service staff.
- Set goals, objectives, and performance standards for the workgroup, ensuring efficient resource use to reduce costs while maintaining high service quality.
- Create and use evaluation tools to assess the effectiveness of pass sales and related service programs. Support the section manager in establishing goals and objectives.
- Collaborate with the Reduced Fare program manager to support Metro’s reduced fare initiatives properly.
- Represent the workgroup in continuously developing the ORCA smart card system and participate in the design and implementation process of new features.
- Lead the development of an employee engagement plan for the workgroup in coordination with the section manager.
- Hire, train, mentor, and evaluate staff performance to ensure an engaged, productive, and motivated team.
- Participate in labor negotiations, hearings, and meetings related to collective bargaining agreements.
- Manage negotiating and administrating contracts with external partners (corporate and governmental), including communications and monitoring agreements.
- Develop and manage the workgroup’s annual budget, track expenditures, and submit progress reports. Make strategic budget decisions.
- Provide presentations and briefings to elected officials, Council members, and the public to secure funding and approval for critical projects.
- Develop, interpret, and recommend operational and administrative policies, revising them to improve efficiency.
- Provide technical support and input on special projects for the section manager.
- Participate in various committees and task forces related to fare media and customer service programs.
- Ensure equitable opportunities are provided to employees to assist with growth and professional development.

- Develop collaborative partnerships with key stakeholders internally and externally throughout King County, including but not limited to businesses, community groups, mobility partners, and providers.
Experience, Qualifications, Knowledge, Skills
- At least three (3) years of progressively responsible experience, including one year in a supervisory or leadership role.

Proven ability to lead and supervise a diverse team, including skills in listening, decision-making, managing performance, and evaluating work systems and strategies.

Strong strategic thinking, problem-solving, mediation, consensus-building, and negotiation skills.

Ability to build and maintain effective relationships with internal and external stakeholders.

Sound judgment and decision-making capabilities, using qualitative and quantitative analysis to inform decisions.

Demonstrated creative problem-solving skills with a proactive, “can-do” attitude.

Experience in policy analysis, program evaluation, and program development.

Effective verbal, written, and interpersonal communication skills.

Knowledge of supervisory techniques, project management principles, and budgeting.

Familiarity with collective bargaining agreements, grievance processes, and arbitration.

Proficiency with Microsoft Office Suite and other relevant software.

Demonstrated ability to work effectively in a team environment.

Expertise in organizing, analyzing, and presenting data, including information from automated systems.

Ability to represent the workgroup regionally and manage complex, multi-pronged projects.
- Experience overseeing financial controls for multi-component sales systems with accountability for audit compliance.

Selection Process
Applicants will be screened for competitiveness, completeness, and written communication skills. The most competitive candidates may be invited to participate in one or more panel interviews. Final offers are contingent on the successful completion of reference checks or internal record review.
Position information:
This recruitment will be used to hire one (1) Career Service position. In addition, this selection process may be used to generate an eligibility pool for future career service vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting, and may be used at the discretion of the hiring authority.
Work Schedule
The work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m., but this position may require additional hours as necessary. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
Work Location
The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104. This position will mainly work onsite with one day remote.
Teleworking Requirement
The work associated with this position will be performed through a combination of onsite and remote work. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
