Job Title: QUALITY ASSURANCE SPECIALIST (with or w/out MA)
Job Summary: Conducts person centered quality assurance evaluations and investigations, serves as liaison to residential programs, provides best practices information and technical
assistance to service providers.
Supervision: Reports to the Manager of Quality Assurance

Primary Functions:
1. Performs seventy-five percent of the standard workload of a QAS employee.
2. Leads, trains and coaches QAS for effective job performance on core tasks and fills in as necessary to accomplish team objectives.
3. Provides technical support, identifies training, delivers training, and direction to QAS at the discretion of the QA Manager.
4. Provides technical support and direction to the Services & Supports Department inclusive of service coordinators, managers, and assistant directors relative to quality assurance issues and regulatory
compliance.
5. Leads periodic local provider meetings with TCRC staff as assigned.
6. Works independently and interdepartmentally to resolve service issues. Reports updates about service provider investigations. May represent the QA team and TCRC in interagency problem resolution.
7. Partners with TCRC teams on issues related to service provider quality assurance and compliance.
8. Assists in performing necessary training of TCRC staff inclusive of service coordinators, managers, and community service providers.
9. Represents the QA team at the TCRC Risk Management committees and others as determined by the QA Manager. 10. Regularly presents QA issues and provides updates and training at committees including but not limited to Risk Management, Service Review and Operations meetings.
11. Assists the Resource Development team in reviewing service provider program and service designs for adherence to Title 17 requirements, Title 22, quality assurance methodology and best practice standards.
12. Monitors and ensures provider compliance with Home Community Based Services (HCBS) Final Rule requirements, providing related training to providers including on how to self-evaluate and ensure utilization of person-centered planning to promote choice.
13. Conducts QA related portions of the New Service Coordinator, Service Provider Orientation, Residential Provider Orientation and FHA Orientations. 14. Coordinates QA annual review monitoring of Family Home Agencies (FHA) in the TCRC catchment area.
15. Supports the QA Manager in ensuring FHA monitoring visits are completed by the TCRC Service Coordinators.
16. Supports the QA Manager during the Department of Developmental Services audit of FHA providers.
17. May require a flexible work schedule during times of disaster response coordination or other urgent health & safety situations.
18. May be delegated non-supervisory responsibilities in the QA Manger’s absence.
19. Additional duties as assigned.

Education and Experience:

Any combination equivalent to or likely to provide the required knowledge and skills is qualifying.
1. A Master’s degree in a related field A Bachelor’s degree and three additional years of experience in a closely related position may be substituted for the Master’s degree; and
2. A minimum of two years of applicable Quality Assurance experience.
3. A valid California driver’s license and reliable transportation, or acceptable substitute is required for this position. Local and in-state travel required.

Physical Requirements:
Adequate manual dexterity and coordination for operation of a computer and other standard office equipment is required for this position. The ability to sit at a workstation for long periods of time, the ability to read,
write and comprehend large amounts of written material such as reports and regulations, use the telephone, and communicate via electronic mail are all required on a daily basis. The ability to travel to another work site location is absolutely required on a daily basis. The ability to stand, sit or walk for moderate distances on uneven terrain is also required on a daily basis. While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or control and reach with hands and arms. The employee frequently is required to stand, sit, walk, push, pull, kneel, stoop, bend, and squat. The employee must frequently lift and/or move up to 10 lbs and infrequently up to 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Each of these physical tasks is an essential function of the position.

Pay: $37.97 - $41.87 per hour
