This position currently falls within our hybrid model, allowing the employee to typically work a minimum of 50% of your time at your regular work location and the other 50% of time at home.

Job Description
Job Summary
Reporting to the Supervisor Early Years and Child Care Services, Children’s Services, the Reporting Analyst is responsible for supporting Children’s Services in gathering, analyzing, and reporting on local financial data. The Reporting Analyst is the first point of contact for local contracted licensed child care providers and early years services providers related to budgets, data gathering, financial assessments and reviews, and sharing of policy, process and program information. The Analyst reviews data collection processes and systems employed to identify, design and implement improvements.
Education
- Post-secondary degree that includes courses on social statistics, statistical analysis, finance, economics, accounting, and program evaluation.
- Post-secondary degree in relevant disciplines (e.g., Mathematics, Social Sciences, Finance, Accounting and Computer Science) or equivalent is preferred.
Knowledge
- Over 3 years’ experience in data collection, data synthesis, financial review and analysis, and evaluation
- Knowledge of human services, accounting or finance is preferred
- Demonstrated strong analytical skills and experience in the use of a variety of software utilized in the analyses of data (e.g., SPSS, Excel)
- Knowledge and experience of program/project evaluation
- Knowledge and experience in data acquisition, coordination, analysis, interpretation and management
- Knowledge of or ability to obtain knowledge of child care management systems is preferred
Responsibilities
Lead the collection, review and analysis of data, and organize reporting systems to incorporate all Children’s Services and Ministry of Education required data variables to meet provincial and local reporting requirements. (60% of time)
- Develop timely reporting mechanisms to gather and report Ministry required funding and performance data variables
- Accountable for assigned early year’s child care service providers’ budgets, financial requests and tracking and management of data variables, financial statements and budgets and trends analysis
- Develop a strong understanding of the operations and financial position of assigned early years and child care service providers
- Accountable for managing contracts compliance and reporting for a group of early years and child care service providers
- Liaison for information sharing and supporting early years and child care service providers with policy, programs and information sharing and answering questions related to those initiatives
- Accountable for reviewing and reconciling annual funding provided to services providers and ensuring ongoing monitoring and evaluation of budgets and pressures
- Apply a critical lens to the financial operations of a group of early years and child care service providers and provide recommendations for improvements and/or advise management where concerns are flagged
- Support in the administration and reconciliation of early learning and child care grants
- Support the implementation of regional and provincial initiatives related to early years and child care
- Develop processes to monitor and measure the impact of programs and services and recommend adjustments as needed to realize vision outlined in local plan
Support the development of automation, improved data quality and ongoing collection means to inform local quality and service standards within directly operated programs, local licensed child care centres and child and family centres. (25% of time)
- Implement process maps of existing internal and external data collection, identify areas of concern, devise new procedures for process efficiencies and improving data quality
- Implement timely reporting mechanisms to support evidence informed decisions for Children's Services and external stakeholders
- Work with IT to develop database and web-based applications to support data collection
- Support projects and processes related to data collection, information gathering, and trends analysis
- Conduct critical review of existing data collection tools to ensure data being captured to inform evidence informed decision making
- Develop reporting process to share information regarding identified issues within centres
Reviews data collection processes and systems employed to identify, design and implement improvements to the process. (10% of time)
- Oversee the development and implementation of a measurement system that will track outcomes and indicators identified as local service system priorities
- Use results to inform learning and continuous improvement
- Investigates and leads process improvements in data collection, recommending actions to be taken.
- Research issues/best practices and develops recommendations to be applied.
Conducts research to gather local data to support evidence informed decision making within the Children’s Services management team (5% of time)
- Supports program evaluation through data collection and analysis and interpretation.
- Supports the dissemination and translation of data to inform management team and divisional teams with data driven planning and decision making.
