Here is what you will be doing:
The Data Scientist role is in the System and Infrastructure Planning department in the Division of Health Systems, Planning and Resource Optimization in the Health System Performance and Support portfolio at Ontario Health.
The Data Scientist will possess a strong knowledge in advanced methods from mathematical programming, statistical modelling, and simulation modelling to deliver health system insights and decision tools. The Data Scientist works closely with all of Ontario Health programs as their trusted advisors in making strategic decisions to improve access, quality, sustainability, and person experience aspects of our healthcare system. In addition, the incumbent will support Data and Decision Sciences (DDS) projects by providing expertise in predictive and prescriptive model development, forecasting, and statistical inference from observational data. They actively produce models that help describe and predict patterns and clinical/business outcomes and identify recommended courses of action under a variety of possible future scenarios.
KEY RESPONSIBILITIES:
  • Articulate and scope clinical and business questions around health system analysis and planning, and translate these into analytical products
  • Provide subject matter expertise in Operations Research or Statistical Modelling, including development of Machine Learning models where applicable
  • Design and develop data science solutions, including model definitions, data analysis and linkage, modelling methodology, and deployment
  • Develop data-derived features to represent clinical or business-relevant concepts in observational data
  • Build and validate simulation and optimization models of health system processes to predict outcomes of planning scenarios
  • Collaborate with decision scientists to embed data science products in decision science models and tools
  • Interpret and translate clinical, quality and business requirements into concepts and analytical plans at the appropriate level of abstraction
  • Present methods and insights from complex analyses to and builds consensus among people from different disciplines with varying degrees of technical experience
  • Make well thought-out decisions on complex and/or ambiguous issues
  • Facilitate or participates in knowledge sharing activities to promote thought leadership
  • Collaborate with Ontario Health leadership to develop and drive analytics offerings
  • Represent analytics offerings both internally and externally
  • Build Ontario Health’s analytics brand by actively publishing and presenting projects to external industry and academic audiences
Here is what you will need to be successful:
Education and Experience
  • Master’s degree (PhD preferred) in industrial engineering, computer science, applied mathematics, or recognized equivalents
  • Minimum One year of experience in designing, developing, and implementing modelling solutions including Discrete Event Simulation, System Dynamics, and Agent-Based Simulation
Knowledge and Skills
  • Foundational knowledge of Machine Learning techniques, especially applied to tabular and time-series data
  • Proficiency in R or Python is a must
  • Working knowledge of one or more data wrangling languages such as SAS or SQL a strong asset
  • Excellent interpersonal and communication skills (written and oral), ability to work in a fast-paced team environment as well as independently, and manage multiple analytical projects
  • Experience in setting corporate analytical and methodological standards an asset
  • Experience in using Ontario’s clinical and administrative databases a strong asset
  • Commitment to quality and high attention to detail
  • Strong critical and analytical thinking and problem-solving skills
