The Role
The Development Portfolio Manager will assist in supporting the development and management of the Region’s land portfolio and industrial reserve for redevelopment opportunities, emphasizing affordable housing, industrial and commercial sites, and strategic regional projects.
The Development Portfolio Manager collaborates with other members of the Build Waterloo Region team to recommend and implement development portfolio strategies, including supporting the acquisition and discharge of strategic lands, preparing pro forma analysis in collaboration with other departments, overseeing the master development fund and preparing reports and recommendations.
Projects are often complex, without defined parameters, and require the involvement and coordination/alignment of multiple stakeholders with different interests to ensure successful delivery of services.
Duties/Responsibilities
- Assists the business analyst and senior staff in developing and analysing project pro forma models and forecasts to evaluate various development scenarios.
- Establishes annual portfolio-level allocation targets and fund strategies to optimize the development portfolio, maintaining a self-sustaining revolving model. Develops a long-term development strategy for the Region’s Development Portfolio Fund that incorporates a comprehensive plan for growing the portfolio.
- Collaborates to prepare alternative plans and pro forma development budgets and recommends approval of the best alternative development project for each location.
- Collaborates with the Build Waterloo Region team to analyse development leads and prepare complete due diligence on potential projects, including site analyses, site capacity, planning approval issues, environmental assessment, development valuation, site servicing requirements, and community impacts.
- Leads the overall fiscal management of the Region’s development portfolio and provides supporting recommendations for acquiring and disposing of strategic land parcels with consideration of the local market and current real estate trends.
- Collaborates with the local development community by developing and maintaining solid relationships through implementing all engagement techniques, including cold calling, social networking, roundtables, focus groups, and online communication.
- Assists in responding to development leads by preparing project assessments and project business plans (cash flow requirements, funding requirements, operating pro formas, etc.).
- Prepares incentive calculations and development proposals for strategic business industries. Presents and tailors proposals for these clients to achieve specified needs.
- Collaborates with the Build Waterloo Region team and internal stakeholders to oversee internal and external reporting for the Development Portfolio and functions as the primary liaison with development expeditors, Finance staff and other stakeholders.
- Leads recommendations for implementing fund strategies, incorporating various decision-making tools, including profitability, net present value, internal rate of return, intrinsic value, discounted cash flow and value proposition analysis.
- Supports the development of funding applications to senior levels of government as they relate to financial requests.
- Assists in feasibility studies of properties to identify potential redevelopment projects, including advising for mixed-use development.
- Provides input for the preparation and forecasting of development budgets.
- Assists with the creation of development concepts and the preparation for approvals, sales, and joint ventures.
- Works regularly with data, financial, and business analysts to track development-related costs.
- As the development portfolio liaison, develops and maintains positive working relationships with all stakeholders involved in the development portfolio, including internal and external teams, consultants, industry associations, and financial institutions.
- Collaborates with Build Waterloo Region Development Expeditors to analyze project-specific opportunities to drive affordable housing goals which align with established development portfolio priorities.
- In collaboration with internal teams, identifies, recommends, and implements changes or enhancements to pro formas, internal/external reporting and accounting controls.
- Develops and maintains KPI dashboards and data-driven decision-making models and presents briefing materials, reports, and information to council and senior management as required.
Additional Duties/Responsibilities
- Prepares and updates development pro formas for active and proposed development projects.
- Leads the development of an analytics strategy for ensuring the quality of underwriting and reporting for accuracy and consistency across the portfolio.
- Collaborates with finance and real estate staff to increase the land portfolio and industrial land reserve size through a revolving investment model.
- Presents briefing materials, reports, and information to council and senior management about strategic land development projects, the Regional Development Portfolio, affordable housing, industrial land reserve, and investment opportunities.
- Supports the land readiness team through development approvals, including Draft Plans of Subdivisions, Official Plan Amendments, Permitting, Zoning Bylaw Amendments, Minor Variances, and Site Plan Agreements by working with internal and external project team members, multi-disciplined consultant teams and various external organizations.
- Chairs project teams on high-profile, complex and politicized projects.
- Occasionally administers contracts with consultants assisting with the data collection and engagement.
- Makes recommendations to management to balance opportunities presented by new opportunities against current practices and related implications, including relevant legislation.
- Performs related duties as required.
Knowledge, Skills, and Abilities
- Educational background in land use planning (in the private and/or public sector), finance and/or urban studies. generally acquired through a bachelor's degree in a related discipline (including but not limited to Business, Planning, Engineering, etc.).
- Knowledge and skill in land development financial analysis, pro forma development for industrial, commercial, residential development, construction financing, monitoring land development trends, developing land use incentive models and proposals, budgeting, management control systems, and planning and accounting principles.
- Substantial knowledge of land use planning and the land development processes gained through first-hand experience in administering these processes at the municipal level and/or on behalf of developers.
- Knowledge of financial modelling approaches to support the development of pro formas and business plans. Ability to conduct cost/benefit and return on investment analyses.
- Experience developing and analysing financial pro forma.
- Strong financial acumen and strong knowledge of economic aspects and project budgets as they relate to real estate development.
- In-depth knowledge of economic trends, and new and future investment opportunities.
- Ability to work with the development industry, private sector investment prospects, senior levels of government, not-for-profits, and other partners through financial analysis of investment and land development opportunities.
- Adept at innovative thinking and diverging on new ideas to help remove barriers preventing the development of shovel-ready parcels and clusters.
- Political acumen and ability to collaborate with elected officials and staff from the Region and other municipal partners, land developers, not-for-profits, residents, and relevant stakeholder groups.
- Analytical and problem-solving capabilities and ability to make and be held accountable for decisions.
- Ability to elicit cooperation from various sources, including senior management, clients and stakeholders.
- Oral communication and presentation skills, including gaining the attention and involvement of the most sophisticated and challenging audiences (of varying sizes).
- Report writing skills, with emphasis on the ability to succinctly analyse complex development and business challenges and expertly develop and implement appropriate resolutions and courses of action.
- Ability to write project correspondence, reports, contracts, agreements and project definition reports for contractors, consultants, committees, regional and area municipal councils, staff, the media and the public where applicable.
- Ability to read and interpret policy and procedure manuals, engineering and technical journals, design specifications, contracts, reports, legal documents, and memos.
- Ability to travel within Waterloo Region.
- Ability to support and demonstrate the Region’s values.
