Duties
The position is in the Department of State (DOS), Bureau of Overseas Building Operations (OBO), Office of the Executive Director (EX), Information Resource Management Division (IRM).
Ensures that all appropriate safeguards are implemented for information collected, processed, transmitted, stored, or distributed on Department on premise networks and Cloud environments
Works assessment and accreditation (A&A) issues for all OBO systems, technologies, equipment, and applications.
Develops and uses Information Technology (IT) security performance measures to identify and resolve problems and areas of improvement .
Responsible for all matters pertaining to information system security services, including operational security, communications security, cyber security, and information assurance, On-Premises networks and in the Cloud.
Serves as an Alternate Information Systems Security Officer (ISSO) with responsibility for assisting the Bureau ISSO in the execution of the duties and responsibilities tasked to the Bureau ISSO.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants applying for the GS-13 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail - Experience developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout an agency.
Customer Service - Experience providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
Oral Communication - Experience with the interrelationships of multiple IT specialties and emerging technologies to communicate complex technical requirements to non-technical personnel to include preparing and presenting briefings to senior management officials on complex/controversial issues.
Problem Solving - Experience in the application of new IT developments to previously unsolvable IT problems.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience creating actionable reporting dashboards, reports, and security alerts using tools such as SQL queries, CyberArk, Splunk, Rapid 7, Log Analytics, and Power BI.
Experience with information system security and assurance principles, concepts, and methods.
Experience using cyber defense tools for continual monitoring and analysis of system to identify malicious activity.
Experience leveraging query languages (structured, search processing, kusto) to investigate and report on events.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.

Knowledge of information system security and assurance principles, concepts, and methods and the inter-relationships among multiple IT disciplines (including network systems, database management, and systems analysis) sufficient to provide authoritative advice on the full range of IT security and information assurance issues to stakeholders ranging from users to senior management officials , both within and outside the immediate organization.
Skill in reviewing proposed new systems, networks, and software designs for potential security risks to recommend methods for mitigation of threats and their impact on information systems or countermeasures to combat such threats.
Skill to resolve complex information systems security integration issues related to the implementation of new systems within the existing infrastructure.
Knowledge of the Federal Information Security Management Act (FISMA) principles and practices related to applying the principles of the Risk Management Framework (RMF) to all IT applications and general support systems.
Knowledge of understanding and application of the National Institute of Standards and Technology (NIST) Special Publications related to Information Assurance and Cybersecurity.
Skill in leading self-assessments and other IT security projects, to assess the quality and potential for success of project activities, to prioritize and integrate various sub- projects and activities, and to resolve complex project management issues.
