Job Description
- Maintain the team backlog and work with stakeholders and other members of the organization. The Product Owner has the primary responsibility for building, editing, and maintaining the team backlog.
- Review and prioritize the backlog as part of the preparation work for Iteration Planning, including coordination of dependencies with other Product Owners. The Product Owner is the primary source for story detail and priorities and has the responsibility of accepting the final iteration plan.
- Accepting stories – The PO is the only team member who can accept stories as done. This includes validation that the story meets acceptance criteria and has the appropriate, persistent acceptance tests, and that it otherwise complies its Definition of Done (DoD).
- Understand enabler work – While POs are not expected to drive technological decisions, they are supposed to understand the scope of the upcoming enabler work and to collaborate with System and Solution Architect/Engineering to assist with decision making and sequencing of the critical technological infrastructures that will host the new business functionality. This can often be best accomplished by establishing a capacity allocation, as described in the team backlog article.
- Participate in team demo and retrospective – As the person responsible for requirements, POs have an essential role in the team demo, reviewing and accepting stories. They also participate in the Iteration Retrospective, where the teams gather to improve their processes.
- Elicit business requirements from project sponsors through a variety of means including formal interviews, capturing user stories, reviewing previous project documentation, etc.
- Document requirements, generate requirements traceability matrix, create use cases, and develop functional design documentation.
- Communicate written and verbal programmatic requirements with stakeholders.
- Reviews, analyzes, and evaluates business IT systems and user needs.
- Formulates systems to parallel overall business strategies.
- Writes detailed description of user needs, program functions, and steps required to develop or modify features within an application.
- Relies on experience and judgment to plan and accomplish goals.
- Performs a variety of complicated tasks.
- May lead and direct the work of others.
- 4 to 6 years’ experience
- BS/BA in appropriate field (or equivalent)
- Active Public Trust or the ability to obtain a Public Trust.
PREFERRED QUALIFICATIONS
- Bachelor’s degree in an Information Technology discipline preferred
- Experience working in an Agile environment
- Experience serving in the Agile Product Owner role
- Experience working with Financial / Business Data
- Certified Scrum Product Owner preferred

This contract provides Information Technology (IT) Operations & Maintenance Requirements support to NOAA, National Marine Fisheries Service (NMFS), Office of Habitat Conservation (OHC). OHC is moving forward with a multi-year reorganization and consolidation of business tools, enterprise data, and business intelligence with the goal of supporting complex and growing program needs. The Product Owner / IT Business Analyst will be responsible for gathering requirements from NOAA stakeholders and creating User Stories to put in the Product Backlog. The Product Owner / IT Business Analyst will work with Microsoft Power Platform Developers in delivering a Microsoft Power Platform application.
