Job Summary


As a leader in the Minnesota Department of Corrections, the Assistant Commissioner of Corrections, Agency Services and Supports will provide support to the Commissioner of Corrections in the overall administrative and operational responsibilities of a cabinet level state department. This includes providing executive leadership direction to the Agency Supports and Services Administration. This position will assist in managing high profile DOC initiatives, performing special projects and serving as liaison with agency personnel, Governor's Office, Corrections partners, media representatives and representatives of public and private sector organizations.

This position provides executive leadership for the following: Capital Resources, Records and Sentence Administration, Office Services, Safety, Chief Information Officer (indirectly), Victim Services and Restorative Justice, Central Transport, and Human Resources.

This is a statutory unclassified appointment which serves at the pleasure of the Appointing Authority and has an anticipated end date of January 7, 2027.

With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required.

Qualifications

Minimum Qualifications

To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

A minimum of five (5) years of management experience leading organizational or administrative services, including at least three (3) years of executive or supervisory experience which demonstrates the following:

  • Strategic planning, visioning, and policy analysis sufficient to:

1. Apply practical uses and knowledge of the theory and practice of public and business administration.

2. Plan, organize, direct, implement and explain complex programs and practices.

3. Manage complex, competing, and time sensitive priorities.

  • Exemplary communication and human relations skills sufficient to:

1. Interact, engage, and cultivate strong relationships and establish effective partnerships with agency executive leaders, external stakeholders, legislators and staff, community groups and advocacy organizations.

2. Influence leaders and decision makers; presentation and communication skills to discuss technical topics to non-technical audiences such as agency managers, legislators and members of the public.

3. Understand relationships to drive effective collaboration with peers and stakeholders.

  • Problem solving abilities sufficient to:

1. Identify, analyze, and resolve a broad range of complex problems and sensitive issues.

2. Bring creativity and innovation to problems with various political, legal, and operational implications.

3. Guide others through problem-solving and conflict resolution.

  • Negotiation skills sufficient to:

1. Resolve differences between competing or different positions.

2. Influence the endorsement, acceptance and priority for agency positions and policies.

  • Budgetary oversight sufficient to:

1. Administer an agency budget.

2. Analyze and approve expenditures.

Preferred Qualifications

  • Experienced leader in federal, state, local, or tribal government.
  • Advanced experience in human resources, including labor relations and federal and state regulations.
  • Demonstrated experience leading large-scale transformations and change management.
  • Knowledge of governmental and legislative processes.
  • Experience managing a large budget.
  • Knowledge of the state legislative process.
  • Experience with Minnesota state government, including the state’s labor and financial processes.
  • Program and project management skills with a demonstrated ability to multi-task in a fast-paced environment.
  • Experience working within the provisions of the Government Data Practices Act.

Physical Requirements

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

New employees will be fingerprinted within the first 30 days of employment.
