Anticipated Hiring Range: $80,000 - $95,000 Annually
Full Salary Range: $72,900 - $102,100 Annually

**This is a term-limited position funded for one year from date of hire, with the possibility of becoming permanent if additional funding is approved at a later date.

Job Summary:

The City of Greeley is seeking a one-year term limited Water Resource Administrator II to support the Water Resources Operations Manager. This role involves technical support, including the collection and analysis of hydrologic data and water rights administration, as well as assistance with managing water court cases. The position also aids in developing recommendations and policies for water resource management, planning, development, and conservation. The ideal candidate primarily manage the water court cases and manage projects within the Water Resources Division.

Experience, Knowledge, Skills:

Minimum Requirements

• Bachelor of Science. in Water Resources, Sustainability, Engineering, or a related field.
• Four (4)+ years of experience in water resources planning, processes, and procedures.
• Knowledge of Colorado Water Law (water rights and administration).
• Four (4)+ years of experience with complex statistical, economic and hydrologic analyses of water rights.
• Intermediate proficiency with ArcGIS and advanced proficiency in Microsoft Excel.

Preferred

• Advanced knowledge in water resource management based on prior work and school experience.
• Four (4)+ years of experience reading water court resumes and representing an entity as an applicant or opposer in water court cases.
• Knowledge of large water resource portfolios and complex water systems based on prior work and school experience.
• Four (4)+ years of experience with public representation and engagement.

OR

• A combination of related education, experience, certifications, and licenses will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.

Essential Functions:
• Analyzes water resource demands using knowledge of water rights administration, water law, and water supply facility operations.
• Represents the City of Greeley in terse negotiations and protect the water resources portfolio.
• Assists in developing priorities and strategies for resolving water court cases and to meet division goals.
• Improves efficiency of water resource processes.
• Represents municipal water interests to various groups, including public advisory boards, stakeholder groups, technical working groups, and professional trade
organizations.
• Develops positive and principled working relationships with Northern Colorado water users and stakeholders, including with agricultural producers, economic health and
development groups, environmental advocacy groups, and state and federal regulatory and land management agencies.
• Represents municipal water interests to the public, advisory boards, stakeholder groups, technical working groups, ditch and irrigation company boards and professional
trade organizations related to water resources and agriculture.
• Develops and maintains records for administering water rights.
• Manages contracts including oversight of scope of services and fee schedules.
• Provides input and analysis on land use and environmental permitting at federal, state and local levels.
• Coordinates with a team of water resource managers, attorneys, and engineers in making decisions about complex water law issues.
• Works effectively with coworkers, consultants, governmental agencies, contractors, stakeholders, and general public to achieve the City’s objectives.

Supervisory Responsibilities: None.

Travel: A minimum of 10% of travel may be required.

Work Environment and Physical Requirements:
Work Environment
• Primarily a professional office environment with public contact.
• Frequent interruptions and inflexible deadlines.
• Extended periods at a fixed workstation.
• Occasional fieldwork at water treatment plants and within the watershed.

Physical Requirements
• Minimal physical effort typical of clerical work; primarily sedentary.
• Occasional lifting and carrying of light objects.
• Walking and standing as needed.
• Sufficient communication skills to convey information via telephone and in person.
• Vision sufficient to interpret computer screens and documents.
• Hearing sufficiently to record meeting minutes and perform routine office tasks.
• Manual dexterity to accurately input, retrieve, and verify work assignments.
• Ability to remain in a sitting position for extended periods.
• Some fieldwork may be required.
