The Division of Public Health is seeking an Automated System Manager to serve as the Immunization Information System Manager with the Idaho Immunization Program in the Bureau of Environmental Health and Communicable Diseases. In this role, you will have a critical impact on Idaho’s vaccination data within Idaho’s Immunization Reminder Information System (IRIS). EXAMPLE OF DUTIES:

System Management

  • Establish goals, objectives, and timelines for development and maintenance of Idaho's Immunization Reminder Information System (IRIS).
  • Analyze system needs.
  • Review state and federal laws and regulations and policies for impact on IRIS.
  • Determine priorities for system enhancements.
  • Plan, conduct, and/or direct system corrective action.
  • Respond to federal, state, departmental, or legislative audit findings on IRIS.
  • Plan, organize, and present project demonstrations to federal, state, or local agencies.
  • Coordinate interface with other automated systems and negotiate problem resolutions.

Section Management

  • Develop IIS section budget.
  • Hire, train, and direct section staff and evaluate their performance.
  • Conduct section staff meetings.
  • Communicate section updates to staff, program, bureau, and division leadership.
  • Develop workload standards and performance criteria.
  • Participate as a member of the program management team in developing statewide goals and objectives for the IIS section Contract Management.

Contract Management

  • Draft planning documents and request proposals to solicit contract bids for vendor services related to IRIS.
  • Review, rank, and recommend vendor proposals.
  • Direct contract staff and monitor performance.
  • Establish priorities and procedures and resolve contract disputes.
  • Monitor and recommend changes in contract scope or responsibilities.
  • Conduct status meetings with contractors, users, and staff.

Supervision

  • Oversee Immunization Information System (IIS) section staff and ensures the staff are trained and capable of providing an excellent customer experience to IRIS users.
  • Work as a member of the Program Management Team to set and achieve performance goals.
  • Monitor IIS staff productivity, supervises, and provides constructive feedback.
  • Oversee the development of data methodologies and procedures for data collection.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

  • Good knowledge of management practices. Typically gained by completion of two, three-credit college-level management coursework equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management) OR experience where you were responsible for all five elements of management or responsible for advising management in all five areas.
  • Some knowledge of project management practices. Typically gained by completion of a semester long college-level course or completion of approximately 40 hours of training related to project management OR approximately one year of experience participating in all aspects of project management.
  • Experience analyzing the capabilities and operation of an automated system including hardware and software to modify systems design. Typically gained by at least one year of experience as a Business Analyst, Project Lead, Project Manager, or similar role on an automated systems project.
  • Experience applying state and federal laws and regulations to specific program areas. Typically gained by approximately one year of experience equivalent to a Program System Specialist developing policies and procedures based on applicable state and federal laws.
  • Experience analyzing system output data and writing recommendations or related action for follow-up. Typically gained by at least one year of experience reviewing and analyzing the results of major programs and taking appropriate action, including written follow-up.
  • Experience supervising staff. Typically gained by at least one year of experience supervising staff including assigning work, setting performance standards, and monitoring and evaluating performance.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • SQL and R database knowledge. Typically gained by at least one year of related experience.
  • Experience managing data systems that drive public health programmatic decisions. Typicallygained by at least two years of related health data system management.
  • Experience and knowledge of health informatics and technology. Typically gained by at least one year working with health data, Health Information Exchange (HIE), HL7 messages, managing efforts in system interoperability and data exchange between medical providers and , HIPAA compliance, and/or electronic data transmission.
  • Good knowledge of data collection methods. Typically gained by at least one year of related experience.
  • Some knowledge of training methods. Typically gained by at least one year of related experience.
