Purpose of your Position - Non Union
A Climate Action Specialist leads the development of strategies, policies, programs, and partnerships to deliver on the City’s climate action and natural environment goals. This specialized professional level planning position works on complex environmental sustainability issues in any of the following areas: climate mitigation and adaptation (resilience planning), community energy planning, natural environment and land use planning, and community and/or transportation planning.
The primary objective of the Climate Action Specialist is to lead and coordinate the implementation of the City of Kelowna’s Climate Resilient Kelowna Strategy in collaboration with relevant City departments, local interest holders, and community members. The Climate Action Specialist will lead the development and implementation of community engagement programs that facilitate community understanding of the need to reduce emissions and enhance resilience to local climate hazards.

Engage City staff, the community interest holders and the community
- Liaise with City staff, interest holders and the public with the goal of influencing change to reduce community emissions and building climate resilience.
- Leads the development of community-based social marketing strategies and other behavioural change initiatives in conjunction with the Communications Department.
- Builds relationships and works collaboratively with community stakeholders (i.e., public institutions, business leaders, and developers) to increase their capacity and commitment to supporting the City’s climate action and sustainability objectives.
- Leads a Community Working Group composed of local residents, businesses, and other interest holders to collaborate on implementation of the Climate Resilient Kelowna Strategy and act as ambassadors for community climate action.
Policy/Program research and development
- Plays a key role in supporting implementation, and reporting on the Climate Resilient Kelowna Strategy, Sustainable Urban Forest Strategy, and other City plans.
- Leads and/or participates in the development or revision of climate or sustainability-related policies and programs; conducts primary and secondary research and analysis on existing or emerging policies and programs; surveys municipalities, residents, and private sector representatives regarding the implementation of same; interprets findings and prepares recommendations for consideration by senior staff and Council.
- Liaises internally across the organization on barriers and opportunities linked with regulatory or policy changes being advanced by the City, regulators, utilities, or other levels of governments.
Prepare reports and presentations
- Prepares and delivers reports and presentations on climate initiatives to Council, interest holders and the public.
- Prepares regular project management progress reports to the Climate Action & Environment Manager.
- Prepares reports to grant agencies to fulfill funding requirements.
Project/Program Management
- Prepares project workplans and budgets, etc. that form the substance of funding agreements and completes related reporting requirements.
- Identifies and leads grant opportunities that can support alternative funding for climate initiatives.
- Assigns and supervises the work of interns and student hires on a project basis, including recruitment, training, scheduling, and overseeing work assignments.

Knowledge - Non Union
A minimum four-year undergraduate degree in resource management, sustainability, environmental studies, environmental science, climate change, planning, public policy, business or a related field; a minimum of five years’ professional experience developing and advancing sustainability policies, programs and initiatives, preferably in the public sector; and demonstrated professional experience with applying the principles and methods of Community-Based Social Marketing, IAP2, or related training. An equivalent combination of education and experience may be considered.
One or more of the following additional accreditations is also desirable: Graduate degree in public policy, sustainability, resource management, or a related business field; Registered Professional Engineer; Registered Professional Planner; and/or Sustainable Energy Management.

Leadership; creativity; thorough knowledge of the principles, practices, and methods to reduce GHG emissions; considerable knowledge of resilience, climate action, disaster risk reduction, public policy, and the formulation of strategies with respect to climate action and resilience; ability to analyze technical information; ability to independently conduct research and write comprehensive reports; knowledge of local government processes, legislation and bylaws; experience with public and interest holder engagement; considerable knowledge of effective, creative public engagement tools and methods; and excellent communication, interpersonal and presentation skills.
