  • Voluntary Prekindergarten (VPK) is a free educational program that prepares 4-year-olds for success in kindergarten and beyond.
  • Child Care Resource and Referral (CCR&R) is a network that helps families identify and select quality child care options that best meet their needs.

Job Description

This is a career service position located in the Division of Early Learning (DEL) in the Partner's Initiative/CCR&R unit. The incumbent in this position must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. Attendance is an essential function of this position.

Duties and Responsibilities

This position requires planning, organizing, and coordinating work on the local and statewide levels to facilitate the development of a seamless delivery system of quality program services to enable all children to be ready for school.

Under the supervision of the Child Care Resource & Referral (CCR&R) Manager, and in collaboration with other team members, serve as a CCR&R Program Analyst. The analyst will demonstrate strong customer service skills and work in tandem with team members to identify programmatic needs and deliver technical assistance to early learning coalitions, where applicable. Support CCR&R operations by assisting with customer inquiries to the CCR&R call center.

Ability to speak fluent English and Spanish is preferred. Bilingual customer service experience is preferred.

Answer a high volume of telephone calls and provide written responses via email to inquires received regarding early learning programs and community resources.

Respond to escalated complaints from parents and providers; assist in the review and analyzation of monthly data reports and annual program reports submitted by coalitions; assist with trend analysis reporting and make recommendations for technical assistance if necessary,

Assist with CCR&R staff evaluation process and telephone assessment calls, as needed;

Respond to Governor responses and complaint inquiries from coalitions, providers, parents, and other organizations with content area expertise, as assigned.

Provide review of content for quality assurance when developing state requirements, publications, resources, and policies, for the CCR&R program. Support resource development from conceptualization to dissemination. Assess future needs. Promote outreach efforts for the Division of Early Learning.

Coordinate and deliver statewide/regional/local technical assistance and training opportunities where applicable; collaborate with other organizations and programs engaged in related activities and represent the Division of Early Learning in meetings, conference calls and workgroups.

Assist with Next Gen (formerly known as My Florida Market Place) for CCR&R’s eProcurement needs.

Assist with the annual and ongoing updates to the CCR&R directory and complaint contact list.

Assist with generating system data for the CCR&R call center.

Assist with conducting early learning trends through the analysis of national, regional, and state research that impacts CCR&R program requirements; identify gaps in CCR&R and early learning services for families and strategize solutions.

Assist early learning staff in coordinating activities such as technical assistance, webinars, training logistics, other events, and program related activities.

May be assigned special projects requiring analysis and excellent writing and summarization skills.

Travel in-state as needed and perform other related duties as assigned.

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
