Job Description:
The Oregon State Hospital, a division of the
Oregon Health Authority
(OHA), has a fantastic opportunity for an experienced Hospital Staffing Plan Manager to join an excellent team working to help people recover from their illness and return to their lives in the community.

Oregon State Hospital is a Joint Commission-accredited and Center for Medicare & Medicaid Services (CMS)-certified public psychiatric hospital providing services on two campuses to persons committed by the Oregon courts as part of the state mental health system.

OSH is led by a Superintendent and Executive Team. Leadership and oversight of administrative, finance and operations is provided by the Finance and Operations Leadership Team, led by the Chief Financial Officer/COO and comprised of the deputy CFO/COO, Facility and Support Operations Director, Quality Management Director, Occupational Health and Safety Director, Business Services Director, Technology Services Director, and Security Director.


What you will do!

The Hospital Staffing Plan Manager primary responsibility is to provide direction and facilitation to the nurse staffing, and multidisciplinary staffing (HB2197 (2023)) committees. This position will be responsible for ensuring OSH staffing committees operate consistent with ORS/OARs. It works closely with the committee chairs, CFO/COO, deputy CNO, other discipline chiefs and department heads to ensure staffing plans developed by the committees are consistent with OSH needs and structure. It operates in a highly political environment to facilitate disparate groups of people with diverse interests towards a common goal. It actively monitors new and related legislation and administrative rules and acts to implement processes that maintain compliance with these laws. It also works closely with the Fiscal Business Analyst team and nurse staffing office regarding all data needs related to staffing. Finally, this position provides high-level management consultation to the Exec Team in the design and implementation of staffing plans across the hospital.

Staffing Committee Leadership
  • Establish and implement operating structure and principles for the staffing committees after interpreting and understanding hospital staffing laws.
  • Provide consultative advice to the Executive Team members on goals and objectives for staffing plan development and incorporate into facilitation plan for the nurse staffing and multidisciplinary staffing committees.
  • Respond to external inquiries about staffing plans, including complaints that may be investigated by Oregon Health Authority, Public Health Division or Bureau of Labor and Industries (BOLI).
  • Work with other Oregon state agencies to discuss staffing methods and models such as the Department of Corrections, Oregon Youth Authority and the Department of Human Services.
  • Respond to questions/share information with multiple union leaders (SEIU, AFSCME, ONA) about implementation of agreed upon staffing plans.
  • Resolve conflicts between parties related to development or implementation of plans.
  • Conduct policy analysis and special studies on hospital staffing related operational and/or policy issues; research, analyze, and formulate recommendations for policy direction; monitor and analyze federal and state statute, case law and policy changes.
  • Ensure good coordination and collaboration between staffing committees and department leadership in understanding requirements and implementing agreements.
  • Makes recommendations to the CFO/COO on how to resource agreed upon staffing plans.

Data and Reporting
  • Determine data needs to allow for effective management and facilitation of committees and staffing plans. Direct Fiscal Business Analysts and Nurse Staffing Office to secure data and information.
  • Complete nuanced research that typically includes reviewing ambiguous interpretations and conflicting information. Take research results and create reports and operational recommendations to Executive Team and Committees.
  • Design and oversee the collection of nurse staffing data, analyze and evaluate findings and recommend hospital operational changes including those impacting hospital policy and procedure.
  • Develop data visualizations, such as staffing dashboards, to keep OSH Executive Team current on all hospital staffing plans. Utilize these data visualizations to give weight to managing complex staffing variables to develop short and long-range plans to deliver quality care to patients.
  • Monitor reports from nurse staffing office on compliance with nurse staffing plan requirements.

Project Management

  • Lead, manage and coordinate special projects and priority initiatives pertaining to staffing strategy, model staffing plans and/or staffing schedules that require cross divisional or cross/agency collaboration.
  • Build operational project plans that include tasks and deliverables from internal and external partners to drive better staffing models and plans for OSH.
  • Manage projects at the level to respond to unforeseen changes, verify quality of project deliverables and obtain necessary approvals to proposed changes in project scope, schedule and/or quality of outcomes.
  • Notify CFO/COO of project barriers in real time.

EXPERIENCE AND EDUCATION

Minimum Qualifications
  • Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor’s degree in a related field

  • Strong facilitation and negotiation skills are required.
  • Skill and ability to communicate effectively with leadership, management, employees, and patients.
  • Skill to be diplomatic and politically savvy
  • Ability to work on multiple projects simultaneously.
  • Employee must be able to conceptualize and complete projects independently and have the ability to communicate clearly and concisely.
  • Ability to read, comprehend, and interpret rules, regulations, policies and procedures, particularly as they relate to OSH and OHA business operations, as well as hospital staffing laws.
  • This position requires advanced skills in Office Suite software such as MS Word, Excel, Access, Visio and MS Project. MS PowerPoint, and Portfolio Management software applications.
  • Extensive experience designing and drafting new processes and procedures.
  • Strong writing skills; specifically, demonstrated experience and proficiency in drafting analyses and policy documents.
  • Demonstrated analytical ability and critical thinking skills.
  • Experience with and understanding of Lean methodologies.
  • Demonstrated proficiency in managing large- and small-scale projects.
  • Demonstrated knowledge and application of Change Management, Portfolio Management, and Process Improvement methodologies.
