The Food Service Manager IV performs advanced supervisory and skilled technical food service management work at Waco Center for Youth. Provides planning, preparation, service, direction, and supervision of the Food Service staff and department. Responsible for compiling all grocery estimates; supervising and planning food preparation and service; ensuring prescribed sanitation and safety rules are maintained; calculating food requirements; and preparing reports. Responsible and accountable for state-issued credit card purchases on assigned card and complies with all procurement card policies and procedures. Meets with employees between regularly scheduled evaluations to discuss and review performance and progress toward attainment of performance standards. Completes assigned job task within working hours. Responsible for departmental adherence to policies, procedures, and regulations of the HHS agency and Food Service department. Work is performed independently within the framework of established practices and regulations. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Performs other duties as assigned by the supervisor to ensure efficient operation of the patient care unit. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.


Essential Job Functions:
  • Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

  • Provides planning, directing, and supervision of the Food Services department and staff.

  • Compiles all grocery estimates and annual requirements for milk and dairy, bread and pastry, ice milk/sherbet, monthly frozen food orders, and oversees all local purchases. Maintains adequate inventory levels to fill menu requirements.

  • Responsible for all food item purchase orders. Monitors amounts being processed so that invoices can be paid promptly.

  • Responsible and accountable for state-issued credit card purchases on assigned card and complies with all procurement card policies and procedures.

  • Supervises the preparation and serving of meals.

  • Supervises the setup of dining rooms for service and the designation of lines and equipment to be used.

  • Ensures dining, service, and food preparation areas are maintained in a clean manner and ensures food preparation equipment is properly cleaned and sanitized.

  • Ensures adequate controls are maintained over food preparation quantities and portion sizes.

  • Ensures that perishables and frozen foods are stored under correct temperatures and conditions.

  • Inspects dining, service, and food preparation areas, and food conveyors, for compliance with sanitation, safety, and health regulations.

  • Coordinates the inspection of food items on arrival for quantity, quality, and temperature conditions.

  • Edits and creates recipes and menu files using the Computrition software system.

  • Participates in physically taking the end-of-the month inventory.

  • Prepares monthly work schedule for food service employees and approves, views, and edits employee timesheets.

  • Screens, schedules, and conducts interviews of applicants as needed.

  • Conducts performance evaluations of assigned staff. Meets with employees between regularly scheduled evaluations to discuss and review performance and progress toward attainment of performance standards.

  • Implements and monitors safety program in area of responsibility.

  • Ensures that assigned staff participate in mandatory training in order to ensure staff competence and development.

  • Fills in for kitchen staff as needed in their absences.

  • Keeps abreast of all office functions. i.e. Production sheets, dining/snack labels, menus, work orders, Requisitions, F-1 reports, food inventories, office supplies, Webmail, iLearn, and access HR functions.

  • Performs other duties as assigned.   • Knowledge Skills Abilities:
  • Knowledge of methods, materials, equipment, and appliances used in quantity food preparation and service; of food storage and preservation; and of sanitation regulations.

  • Knowledge of office practices and administrative procedures.

  • Skill in the operation, cleaning, and sanitizing of food service appliances and equipment.

  • Skill in the operation of PC computers and related software, such as MS Office, and Computrition.

  • Ability to calculate food requirements; to maintain accurate records and inventories; to prepare food service budgets and requisitions; and to supervise the work of others.

  • Ability to implement new systems and procedures and to evaluate their effectiveness; to communicate effectively; and to effectively interpret programs and plans.

  • Ability to organize workload and work under pressure, set priorities, and meet deadlines.

  • Ability to understand and carry out complex instructions and to understand agency regulations and departmental procedures.

  • Registration or Licensure Requirements:
  • Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.


  • Initial Selection Criteria:
  • Graduation from a standard senior high school or equivalent. A Bachelors Degree is preferred.

  • Four (4) years' work experience in food service, three (3) of which have been in a supervisory or managerial capacity.

  • Experience in calculating food requirements, maintaining accurate records and inventories, and preparing food service budgets and requisitions/reports.

  • Current certification through the Dietary Managers Association (DMA) as a Certified Food Protection Professional (CFPP) or Certification in Texas Food Safety Managers Certification is preferred.

    Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct, and HHS OIG list of Excluded Individuals/Entities. Males between the ages of 18-25 must be registered with the Selective Service.

    All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be at least 21 years of age.

    Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Occasional other shift and weekend work is required along with rotating holidays.

    Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals.
