Job Description:
The Oregon Water Resources Department is seeking a passionate Physical Scientist as an Evapotranspiration and Water Use Analyst (Natural Resource Specialist 3)! This role focuses on developing and managing water use datasets and tools to address water management challenges in Oregon. Monthly Compensation: The monthly salary range before PERS* will be $4,998-$7,647 | after PERS* will be $5,345-$8,177. This is salary range 27.
Work Location: North Mall Office Building, 725 Summer St. NE Suite A, Salem Oregon 97301.
Hybrid/Remote Work: Eligible.

About our Team
The Surface Water Hydrology Section provides technical expertise regarding surface water, consumptive use, and water diversion data, including the analyses and interpretation of these data, to the Department and the public. Through coordination with others in the agency, the section provides data and analyses critical for responsible water management.

About the Position
The Evapotranspiration and Water Use Analyst will help identify and understand water supply problems and solutions for Oregon. As the analyst of the Water Use and ET program, you will work to:
- Design and Optimize Water Use Data Tools: Build and refine datasets, tools, and scripts for statewide water use analysis, with a focus on remotely sensed ET data.
- Set Data Standards and Train Users: Develop and uphold quality standards for ET data, training staff and stakeholders on effective use.
- Perform Impactful Analyses: Deliver precise analyses of water use to support critical decisions on water management and basin studies.
- Drive Program Success: Lead essential Water Use and ET projects, overseeing grants, contracts, and program growth.
- Shape Policy and Guide Communication: Draft key policy insights, respond to technical inquiries, and keep stakeholders informed on data applications and program advances.
Minimum Qualifications
Three years of experience in developing and managing natural resource datasets and tools. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
AND
A bachelor’s degree in water resources, Geology, Engineering, Environmental Science, or similar field, OR three additional years of related (pertinent) experience.
Note: A master’s degree in a natural resource area will substitute for up to one year of the required experience. A doctorate degree in a natural resource area will substitute for up to two years of the required experience.
Preferred Qualifications
- Experience reviewing and interpreting remotely sensed data and models of evapotranspiration.
- Demonstrated proficiency with at least one programming language.
- Experience managing and manipulating common natural resources data sets (ex. remote sensing data, monitoring network data) including performing statistical analyses.
- Experience providing technical analysis to support decision making regarding natural resources.
- Experience in coordination, project planning, and project management, including overseeing contract management.
- Demonstrated skill in problem solving, collaboration, initiative, and communication in a team-setting.
- Experience working with complex computer applications for up to eight hours per day.

Working Conditions
Primarily office-based work involving extended hours at a computer. Occasional fieldwork and overnight travel may be required.
