Job Description

General Description

This is an entry-level administrative position providing data collection and analysis support to managers and project leaders for defined research or other seasonal projects. Employees in this title may be assigned to any Department. The employee may be required to observe field operations or collect data at a variety of locations. Employees in this position must be able to speak and understand Spanish. Hours worked will generally not extend beyond those for a normal work week, but assignment of the hours may be flexible, depending on the needs of the project. The Project Assistant/Bilingual (Spanish) works under the general supervision of a higher level employee. Related work is performed as required.

Typical Work Activities

  • Compiles program productivity or other data through records analysis and direct observation of work activities;
  • Performs basic statistical data analysis, using calculator or personal computer;
  • Writes and compiles narrative and numeric reports;
  • Assists in the administration of projects by maintaining records, locating resource persons, implementing mailings, drafting memoranda and other written material;
  • Monitors contracts for compliance with project specifications;
  • Recommends adjustments to contract or program changes;
  • Attends internal and public meetings, making presentations, answering questions, and gathering information;
  • Responds to questions and complaints from the public concerning the project,
  • Communicates in person and by phone in Spanish when necessary.

Minimum Qualifications

High School Diploma or Equivalent PLUS:

  • Associate's degree in Business, Public Administration, or Social Sciences, and one (1) year of full-time experience, or its part-time equivalent, monitoring programs, procedures, regulations, or contracts; OR
  • Successful completion of twenty-one (21) semester hours in Business, Public Administration, or Social Sciences, AND eighteen (18) months of experience as described in 1. OR
  • Two (2) years of experience as described in 1.
NOTE: For some positions, a New York State Class D driver’s license will be required at time of appointment. Employee must have a vehicle available for daily use.

Exam Information

Subjects of Examination: This exam will be given in two parts. Part 1 is a weighted multiple-choice written test, and Part 2 is a qualifying Spanish Language Oral Proficiency test which will be given at a later date to candidates who pass Part I.

PART 1
:
Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing Written Material:
These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and Interpreting Written Material:
These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Understanding and Interpreting Tabular Material:
These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Evaluating Conclusions in Light of Known Facts:
These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.

Test Guide:
  • The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.
  • The Central Library of Rochester and Monroe County may have exam-related material, as well as, other branches.

PART 2
:
TheSpanish Language Oral Proficiency Test, is designed to evaluate the candidate’s oral proficiency in the Spanish language at the level appropriate for the title being tested. The language oral proficiency test will be rated on a pass/fail basis.

SPANISH LANGUAGE ORAL PROFICIENCY TEST WAIVER
:
The City of Rochester will waive further bilingual component testing for candidates who have successfully completed a required language oral proficiency level with the City of Rochester or other Civil Service agency within New York State. Candidates must request a waiver of the Spanish Language Oral Proficiency Test at a level determined by New York State Department of Civil Service. Candidates must submit a request for waiver with their application by the final filing date for the examination as stated on the Exam Announcement. The request for waiver must include the date, title, Civil Service agency, and the level for which the Spanish Language Oral Proficiency Test was administered. The Bureau of Human Resource Management/Examination Administration unit will verify this information with the New York State Department of Civil Service or New York State Civil Service agency. Candidates will receive written notice regarding this verification. The Bureau of Human Resource Management/Examination Administration will also keep a record of each successful candidate’s name, level of proficiency achieved date(s) of oral proficiency test(s). Candidates who successfully perform at the targeted level, will also be granted waiver status for lower proficiency levels, if any.
