Job Duties

The Department of General Services, Division of Purchases & Supply (DPS) is seeking a highly motivated individual located in Central Virginia to serve as a Local Government Procurement Management Account Executive that will independently promote the utilization of the Department of General Services’ statewide electronic procurement system and program (eVA) to Local Governments located in Central Virginia. Additionally participate in developing and updating statewide policies and procedures; assisting in procurement management reviews; Local Government eVA setup and configuration; analyzing data; training; and providing assistance. Consult with public bodies on contract development and administration, surplus property, and logistics.

Minimum Qualifications

This is a home-based position in Central Virginia. This position requires an individual who is self-motivated and who is capable of traveling to locations throughout Central Virginia and to the Central Office in Richmond for meetings, as needed. The selected candidate must reside in one of the following jurisdictions: Cities: Buena Vista, Charlottesville, Colonial Heights, Danville, Emporia, Harrisonburg, Hopewell, Lexington, Lynchburg, Petersburg, Richmond, Staunton, Waynesboro or Winchester; Counties: Albemarle, Amelia, Amherst, Appomattox, Augusta, Bath, Brunswick, Buckingham, Campbell, Charlotte, Chesterfield, Clarke, Culpeper, Cumberland, Dinwiddie, Fluvanna, Frederick, Goochland, Greene, Greensville, Halifax, Hanover, Henrico, Highland, Louisa, Lunenburg, Madison, Mecklenburg, Nelson, Nottoway, Orange, Page, Pittsylvania, Powhatan, Prince Edward, Prince George, Rappahannock, Rockbridge, Rockingham, Shenandoah and Warren.

The position requires significant travel in Central Virginia. When not traveling, the selected candidate’s primary work location will be from their home. The selected candidate will be required to work in the Richmond office as appropriate.

  • Extensive knowledge of public procurement policies, regulations and procedures, including development and administration of complex contracts.
  • Experience executing procurements using Requests for Proposals and Invitations for Bids.
  • Advanced data analysis skills including data collection, research, using quantitative methods.
  • Knowledge and experience with the Department of General Services’ statewide electronic procurement system and program (eVA).
  • Excellent interpersonal skills to promote teamwork, including motivating, mentoring, and training others.
  • Knowledge and experience leading complex project management teams and improving business processes
  • Proficient skills with MS Office products including MS Word, MS Excel, and MS PowerPoint.
  • Demonstrated ability to develop, analyze, interpret, and implement policies.
  • Excellent communications skills resulting in positive, helpful, effective oral and written communications, including writing reports.
  • Ability to function independently, successfully handle multiple priorities
  • Proven ability to manage time wisely and excel in a fast-paced, stressful environment.
  • Excellent problem identification and problem solving skills.


Additional Considerations

  • Virginia Contracting Officer (VCO), or ability to attain within 1 year of employment.
  • Virginia Contracting Master (VCM), Certified Public Purchasing Officer (CPPO).
