The Department of Seniors, Community and Social Services leads seniors, income, employment, disabilities and community-based supports, family violence prevention, and family & community support services. The department serves vulnerable populations such as AISH and the seniors benefit to ensure income supports are available. While working with the social services sector to address work force challenges, affordable housing, families in need through the foodbanks network, the growing demand for seniors’ lodges and facilities, and mental health and addictions networks to align policies with a recovery-oriented system of care.

The SCSS Modernization Office Branch is responsible for the modernization and digital re-engineering of SCSS programs to deliver simpler, faster and more cost-effective services that better meet the needs of Albertans, staff, service delivery partners and others. The office is an integral part of the SCSS Digital Transformation to enable the SCSS Digital Road map and vision "SCSS will provide simple, modern and accessible digital services that empower Albertans to achieve their goals."

Reporting to the Modernization Projects Supervisor, in the Business Modernization and Transformation unit of Modernization Office Branch (MOB), the Project Coordinator will be responsible to lead, recommend, design, manage projects, implement and evaluate major projects and cross-ministry initiatives, including those that support the ministry business plan, the MOB Roadmap, strategic policy and program directives.

Working closely with the Ministries of Technology and Innovation (T&I) and Service Alberta and Red Tape Reduction (SARTR), the Project Coordinator has operational responsibility to help drive the design, development and implementation of GoA digital contact centre products and services related to enterprise-wide modernization and transformation of contact centre processes and systems to improve client and staff experiences.

You will provide important services relating to the identification, analysis, and evaluation of service delivery issues. You will play a key role in the development of cross-ministry options, solutions, and alternatives to enhance the citizen-centered, aligned and integrated approach to social-based program development and delivery of services and benefits to Albertans.

Projects are highly complex. Policies, programs and initiatives cut across multiple ministries. Utilizing research, project management and business analysis methodologies, skills and tools, you will demonstrate a high level of creativity to recommend and implement new and redesigned delivery approaches, directions and solutions, including the onboarding of new programs and services.

Collaborating with other project coordinators, product owners, management and senior management in the branch, division and partnered ministries, and leading cross-ministry working groups, you will perform professional research work that requires research methodologies to define the problem. You will conduct business and data analysis, determine the impact of other government regulations and legislation, and present associated options and recommendations for input to evidence-based decision.

Project work will include comprehensive research, consulting with key Seniors, Community and Social Services ministry, other government departments, and community stakeholders. This position is required to liaise with these stakeholders and represent the ministry and/or division in interdepartmental work teams and external committees. It frequently requires leading and/or participating in a wide range of committees and working groups, including developing Terms of Reference, designing outcome driven action plans, leading projects, coordinating material and writing final reports.

Qualifications

A University graduation in a related field (business administration, social sciences, public administration, economics, computer science) plus 4 years progressively responsible related experience as described below.

Equivalencies:

Equivalencies will be considered: Directly related experience or education considered on the basis of:

  • one year of experience for one year of education or
  • one year of education for one year of experience.

Assets:

The following will be considered strong assets:

  • Project Management training or certification
  • Business Analyst training or certification
  • Experience in the implementation of large strategic initiatives
  • Knowledge of current social policies and socio-economic trends
  • The Project Coordinator role requires sound business process combined with well-developed skills and knowledge of the technical components, tools and processes. The Project Coordinator must have demonstrated knowledge in:

  • Ministry business plan and objectives
  • Ministry governing legislation, policies and related business applications that support the ministry activities
  • Change management, systems development and information management methodologies
  • Project planning best practices, processes and procedures
  • Business process and requirements development methodologies
  • Discovering, refining, prioritizing and scoping requirements
  • Agile and waterfall methodologies
  • Facilitating and leading workshops
