This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.

Job Summary

  • These positions are temporary, includes full state fringe benefits, and are anticipated to last up to three years.
  • Minnesota IT Services is filling two (2) ITS2 positions at MNIT DEED with this one posting. All applicants will be considered for both vacancies.
Step into a vital role as a Business Analyst with Minnesota IT Services (MNIT) and Minnesota Department of Employment and Economic Development (DEED), where you'll leverage your analytical skills to bridge the gap between stakeholders and drive successful projects. This dynamic position involves participating in requirements-gathering sessions to analyze, define, and document business processes, software requirements, and data management systems. You'll be instrumental in developing specifications for innovative technology initiatives, serving as a liaison between IT and business representatives and aiding in the design of system functionalities and modifications. You’ll collaborate on implementation planning for system changes and releases, document system changes, identify and resolve problems, and maintain project information and documentation.
Level. As an ITS2 Business Analyst, you’ll receive direction, coaching, and mentoring by more senior Business Analysts and other project team members. ITS2 duties are more routine and of smaller scope than senior roles, but our project teams will work together to make state service an excellent opportunity for growth and development in this field. This position is currently eligible for full-time telework:
  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Qualifications

Minimum Qualifications

Position requires a minimum of two (2) years of experience in performing IT business analysis functions.
Experience must include:
  • Managing business requirements.
  • Working as a business analyst, writing documentation, system specifications and leading or facilitating discussions on process discovery, requirements gathering, and other key BA duties with diverse groups of stakeholders.
  • Experience collaborating on projects.
  • Creating diagrams and effectively communicating content.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

A bachelor’s degree or higher in Information Technology or an IT related field substitutes for two (2) years of experience, OR an IT or related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Practical or Work Experience (at least one of the following is preferred):
  • Ability to collaborate and work effectively as part of an Agile team and is flexible, and quick to adapt to change.
  • Experience with gathering requirements to benefit system builds and writing detailed user stories.
  • Experience writing and conducting tests for requirements and system specifications.
  • Experience setting up a contact center by working with vendor products, configurable products, and commercial-off-the-shelf (COTS) products from design through implementation.
  • Communication skills in translating technical and system information for non-technical stakeholders.
  • Knowledge or experience using the Microsoft Suite of tools, SQL, Power BI, and Excel to manage and summarize data.
  • Knowledge of and / or experience with Power Apps, AWS Connect, Microsoft Azure, and Azure Services (e.g., cloud technologies, managed databases, API Manager).
