Job Description

The Department of Financial Services is seeking candidates for the position of Office Assistant 2 (Keyboarding) in the Mortgage Banking Unit. Duties include, but are not limited to, the following:

  • Prepares Mortgage Banking related First Day Letters (FDL), based on pre-established Annual Examination Schedule, for transmission to regulated entities scheduled to be examined, which includes identification of appropriate letter template by institution license class (i.e., banker, broker, servicer), type of scheduled examination (i.e. full scope, target, visitation) and accurate examination contact information;

· Produces formal statistical reports analyzing man-hours associated with the preparation, transmittal and receipt of FDL responses and rescheduling of examinations;

  • Develops and implements workflow process for managing and coordinating the preparation of FDLs to ensure timely transmission of FDLs to regulated entities;
  • Responds to incoming FDL related inquiries and follows-up on returned mail relating to FDLs;
  • Creates revisions and reissuances of FDLs and reconciliations of surrendered entities against Annual Examination Schedule employed to prepare FDLs for transmission;
  • Inputs Mortgage Banking’s Annual Examination Schedule, including but not limited to: type of examination, participating agencies, if any and proposed date of examination into the business unit’s internal examination database;
  • Updates internal examination database, tracks logs to reflect open and assigned examinations with information relating to: name of Examiner-in-Charge (EIC), projected completion date, FDL transmission date, end of onsite examination, receipt of final report from EIC and submission of report to Mortgage Banking Examination Review unit;
  • Prepares tracking reports for FDLs to monitor the receipt and distribution of FDL responses and examination status for scheduled, open, and incoming examination reports and workpapers submitted for review and filing;
  • Maintains Excel based files, copies of FDLs, and other examination related records associated with the scheduling of examinations and transmittal of FDLs; and
  • Coordinates division management’s internal meetings with field examiners and external examination-related meetings with management of regulated entities.

Preferred Qualifications

  • Experience working in high volume work environment.
  • Working knowledge of Microsoft Word and Excel.
  • Strong written and oral communication skills.
  • Highly organized with the ability to handle multiple priorities simultaneously.

Appointment method:

Minimum Qualifications: One year of clerical experience where most work time is spent performing keyboarding, data entry, chart compilation or arrangement, or various tasks involving typing into computerized systems. The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply (see minimum qualifications above). At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

List Appointment: Candidates must be reachable on the Civil Service eligible list for #38-695.

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at http://careermobilityoffice.cs.ny.gov/cmo/.

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,400 annual downstate adjustment.

Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
