Job Description

Under the general direction of the Technology Manager I (ITM I) in Legislative Applications Services Section, the incumbent acts as a business analyst on projects that support complex applications of a critical nature to legislative customers. The incumbent manages projects with significant risk where the consequence of failure could have a high impact on the business success of the Legislative Data Center (LDC). The incumbent leads a team of Information Technology Specialists on one or more moderate to highly complex projects. The incumbent acts as a knowledge expert on the use of new technologies in the development of complex business applications or development and implementation of new data processing services. As a business analyst, the incumbent leads teams responsible for developing business requirements, testing, and creating technical documentation and training materials. The incumbent contributes, as a knowledge expert for customers, managers, and staff regarding member office business processes and one or more highly complex projects. The incumbent provides expert knowledge on project management, business analysis, Quality Control testing, and oversight for legislative application development efforts. The incumbent uses knowledge of legislative information services and processes to align project deliverables with enterprise strategic objectives. The incumbent acts as a customer consultant for legislative applications and services. The incumbent acts as a customer liaison with high-ranking members of the Senate, Assembly, Office of Legislative Counsel (OLC), and legislative support organizations to ensure operating and project plans are understood and consistent with the business objectives of the Legislature. This position requires a high level of customer service and effective and professional communication with customers, LDC management, and internal teams. Core business hours are 8:00 am to 5:00 pm, Monday through Friday, and the incumbent is expected to be available during core business hours. However, work hours may involve working extended hours (weekdays, weekends, evenings) as needed based on business needs.

Department Information

The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. OLC employees are excluded from collective bargaining and, therefore, receive enhanced benefits and do not contribute fair share.

Desirable Qualifications

  • Knowledge of the legislative process and business operations within the legislature
  • Demonstrated strong negotiating skills, particularly the ability to represent the OLC effectively with the legislature, key customers, stakeholders, and internal staff
  • Experience with analyzing budget proposals and participating in legislative budget hearings and meeting with legislative staff
  • Familiarity of the process for proposing new, amending, and repealing Budget Bill line items
  • Demonstrated ability to establish and maintain effective and beneficial relationships on behalf of the OLC with legislative personnel
  • Experience with evaluating products from multiple perspectives (customers, stakeholders, vendors, best practices) in order to deliver quality information technology products and gain customer acceptance

Your Responsibilities

  • Lead the analysis and resolution of complex problems and performance issues for critical legislative applications
  • Apply analysis methods and automated tools to produce solutions that meet LDC’s customers’ business needs and are approved by LDC management
  • Develop all project artifacts and documentation throughout the project lifecycle
  • Manage project plans, resource plans, project schedules, communication plans, risk management plans, and other documentation
  • Secure all required approvals on project documents
  • Manage project scopes to successfully deliver the intended product, service, or result with the specified features and functions
  • Control changes to project scopes
  • Schedule and lead project-related meetings and discussions, including documenting requirements
  • Work with program staff and project team member’s management to obtain a commitment of resources for projects
  • Perform as a business analyst to coordinate and monitor requests from legislative members and staffs
  • Enhance features and functionality of information technology and systems using automated request tracking systems, personal computers, and office automation software approved by the LDC management
  • Perform as a customer service advocate providing second and third level problem support to high ranking legislative customers
  • Establish and maintain relationships with members and staff of the Legislature to assure that effective communication between the customers and the LDC is maintained
  • Participate as a team member on projects assigned to improve the productivity and performance of existing and new information system processes
  • Communicate customer business requirements and provide a high-level of knowledge for multiple mission critical legislative applications
  • Identify new issues and problems to assess the impact on the business processes used by legislative customers
  • Report issues to appropriate staff of the LDC
  • Perform as a subject matter expert and trainer-level business analyst to provide information technology consultation services and training
  • Provide assistance to legislative members and staff in support of complex legislative information systems and constituent management programs
  • Perform other duties as needed
