Overview:


The Florida Gaming Control Commission (FGCC) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules. The commission is charged with the regulation of Florida’s pari-mutuel, cardroom, and slot gaming industries, as authorized by Chapter 550, 551 and 849, Florida Statutes, as well as collecting and safeguarding associated revenues due to the state. The commission is also the State Compliance Agency (SCA) under the provisions of the Gaming Compact between the Seminole Tribe of Florida and the State of Florida.


In Florida, pari-mutuel wagering is authorized for horse racing, harness horse racing, jai alai games and cardroom poker games. Additionally, slot machine gaming at pari-mutuel facilities is authorized in Broward and Miami-Dade Counties.


Our mission is efficient, effective and fair regulation of authorized gaming at pari-mutuel facilities, with a vision to enhance and increase the utilization of state-of-the-art technological capabilities to better serve the public, simplify and expedite the licensure process, and ensure compliance with the pari-mutuel laws and rules pursuant to Chapters 550, 551, and Section 849.086, Florida Statutes.


Position Duties and Responsibilities:

  • Conducts thorough cardroom/pari-mutuel compliance audits for pari-mutuel permitholders, adhering to the standards outlined in the Florida Administrative Code, Florida Statutes, GAAS/GAGAS, and the Office Of Auditing (OOA) Standard Operating Procedures (SOP) and guidelines. Prepares comprehensive workpapers and formal audit reports, subject to review and approval by audit managers before finalization.
  • Maintains regular communication with the Audit Administrator and Chief Auditing Officer, providing ongoing updates on the status of assigned audit assignments. Seeks guidance from audit managers when encountering issues during audit procedures.
  • Collaborates in conducting various audits upon request, including tax credit audits, breeders’ audits, etc., for pari-mutuel permitholders or horse associations. Adheres to regulatory standards and OOA SOP, producing detailed workpapers and formal audit reports for review and approval by audit managers prior to presentation to permitholders or associations.
  • Conducts level 2 reviews of audit workpapers from other compliance audits performed by fellow tax auditors to ensure adherence to yellow book auditing standards and OOA SOP. Ensures findings and documentation are thoroughly vetted, complete, and adequately support conclusions.
  • Provides assistance to the Auditor Administrator and/or Chief of Auditing as needed for various projects, such as revising audit programs to reflect regulatory changes, participating in special projects, or implementing pilot audit procedures. Actively engages in required continuing professional education (CPE) throughout the year.
  • Performs additional duties as assigned by the Audit Administrator or Chief of Auditing.

Required Knowledge, Skills & Abilities:

  • Ability to understand and apply cardroom/pari-mutuel compliance regulations outlined in the Florida Administrative Code, Florida Statutes, GAAS/GAGAS, and OOA SOP.
  • Proficient in conducting comprehensive audits, including preparation of detailed workpapers and formal audit reports.
  • Excellent communication skills to maintain regular contact with Audit Administrator and Chief Auditing Officer, providing updates on audit assignments and seeking guidance when necessary.
  • Ability to collaborate effectively in various audit projects, such as tax credit audits and breeders’ audits, while adhering to regulatory standards and OOA SOP.
  • Capability to conduct thorough level 2 reviews of audit workpapers to ensure compliance with yellow book auditing standards and OOA SOP, ensuring completeness and accuracy of findings and documentation.
  • Flexibility and willingness to assist in various projects, including revising audit programs, participating in special projects, and implementing new audit procedures.
  • Commitment to continuous professional development by actively engaging in required continuing professional education (CPE) activities.
  • Ability to perform additional duties as assigned by the Audit Administrator or Chief of Auditing with diligence and attention to detail.

Minimum Qualifications:

  • Four years of direct gaming or direct audit work experience. A bachelor’s degree or higher from an accredited college, preferably with a concentration in accounting may substitute for the required work experience.
  • Valid Driver License.
