Reporting to the Senior Manager, Digital Transformation, the Project Manager (PM) is the bridge between the business and the Technology division. They are accountable for successfully delivering technology solutions to improve operational efficiencies. This role plays an integral part in aligning projects and business needs with corporate strategic initiatives by collaborating across many lines of business to successfully deliver critical projects.
The Project Manager is responsible for working with business partners, in consultation with other subject matters experts to determine requirements, develop specifications, and lead the evaluation, acquisition and implementation of solutions that meet their needs and are compatible with the corporate application, data, and technology architecture, and with broader strategic initiatives.
Duties for this role include, but are not limited to:
- Managing the full project lifecycle, including the implementation of multiple concurrent technology projects following recognized industry standard project management principles.
- Collaborating and communicating regularly with senior management, executive sponsors, business stakeholders, internal resources, and outside vendors to coordinate the delivery of project deliverables while ensuring all parties remain engaged and proactively informed throughout the course of the project.
- Directing and overseeing project staff and vendors to ensure cost-effective project implementations, manage change to preserve project commitments and to support the client throughout the project lifecycle to realize business benefits.
- Developing, coordinating, and implementing project management or business analysis tools including project charters, schedules, work breakdown structures, stakeholder analysis plans, risk registers, budgets, communication and transition plans based on best practices.
- Engaging with stakeholders to gather business, functional and technical requirements related to technology projects, work requests, business cases, or statements of work using accepted methodologies, practices and tools.
- Identifying, investigating, evaluating, and taking actions to mitigate project risks, escalating accordingly where appropriate.
- Coordinating, scheduling, preparing agendas, and producing minutes as Chair of project meetings and advisory groups.
- Oversee the procurement of complex technology solutions (including hardware, software, and professional services) in accordance with the Town’s Procurement Policy including the preparation, coordination and oversight of procurement documents and tools (RPF’s, RFI’s, RFQ’s), setting specifications and preparing cost estimates for projects.
- Managing budgets related to technology projects, controlling costs, forecasting project expenditures, reviewing vendor invoices and authorizing payments in accordance with the applicable contracts, providing regular financial and status reports to the project sponsors.
- Monitors the performance of vendors and suppliers to ensure they are fulfilling all contractual obligations and providing high quality services and deliverables.
- Oversees the change request process to negotiate and authorize any required contract amendments to supplier agreements for project deliverables as appropriate.
- Developing training programs as part of project delivery including determining training objectives, developing content and end user documentation, and scheduling training sessions in a manner that minimizes disruption to ongoing operations.
- Performs other duties as may be assigned in accordance with departmental and corporate objectives.

You are someone who demonstrates tact, diplomacy and sound discretion and in turn is able to establish and maintain positive relationships with diverse groups of people.
You have demonstrated knowledge of current trends in Project Management, Business Analysis, and Change Management and a proven track record in understanding business needs and working with technical staff in meeting the intended goals of projects. You are a problem solver. You love to research and analyze problems: identifying, gathering and processing relevant information to determine possible solutions, evaluate them and make recommendations.
What You Bring To Our Team
- University degree in a related discipline (e.g., Business Administration, Computer Science, Management Information Systems, or related).
- Certification as a Project Management Professional (PMP) with the Project Management Institute; and
- Eight (8) or more years of progressively responsible professional project experience in managing and delivering enterprise, multi-departmental projects from conception/idea to project close.
- Outstanding project management, analytical, risk management, implementation, vendor management, organizational, communication (both oral & written) and customer service skills.
- Strong technical knowledge and hands on experience with documenting business requirements, producing technical specifications, data modeling and data migration, system implementations, integrations, testing, and maintenance of commercial off-the-shelf business solutions.
- Strong leadership skills capable of employing both a tactical and strategic approach as appropriate to guide high-profile business technology projects.
- Excellent research and written communications skills.
The following qualifications would be assets:
- Municipal or public sector experience within a unionized environment
- Six (6) or more years of professional project experience as a Business Analyst with a PMI Business Analyst Certification (PMI-BA) accreditation or Certified Business Analyst Professional (CBAP) or Certification of Competency in Business Analyst (CCBA)
- Certification as a Prosci Change Management Professional.
- Lean Green Belt certification, or higher.
- Demonstrated project implementation experience with Workday, Microsoft SharePoint, and/or Microsoft Dynamics CRM
