Position Specific Description

Recruitment Number 24-244TY, Research Analyst III (Data Analyst), SR-20D ($4,858 per month) to SR-20H ($5,690 per month)*,Honolulu, Oahu.

  • The starting salary may be at a rate between the minimum to Step H salary range listed above, based on qualifications.

Desirable qualifications:

  • Proficiency in R, Python, SPSS syntax, or similar language
  • Proficiency in SQL and experience with relational databases and working with large data sets
  • Ability to conduct research studies (review literature, design study, collect or extract data, analyze data, present findings through written manuscripts and oral presentations)
  • Experience with statistical hypothesis testing and estimation
  • Proficiency in data visualization (e.g., with ggplot in R), including building dashboards (e.g., with Shiny in R)
  • Knowledge of open science and research best practices, including reproducible workflows and preregistration
  • Knowledge of judicial administration, civil and criminal justice systems, or court operations

Summary of Duties

The position is located in the Policy and Planning Department, Planning and Program Evaluation Division, Program Evaluation Branch. The Program Evaluation Branch is responsible for evaluating the need for and the placement of new programs in the Judiciary; exploring and screening alternatives that could potentially improve judicial services; and collecting, reviewing, and analyzing program data for proposed, planned, and recently developed court programs, projects, and services.

Minimum Qualification Requirements

Education Requirement: Graduation from an accredited college or university with a Bachelor’s degree. Progressively responsible experience in administrative, professional, investigative, technical or other responsible work which has provided a general background of the type and quality described below may be substituted for the Bachelor’s degree on a year-for-year basis. Experience of a routine clerical nature is not qualifying.


Specialized Experience:
One and one-half (1-1/2) years of progressively responsible professional work experience which demonstrated knowledge of research methods and techniques, written analyses, evaluation and recommendations for the resolution of problems.

Substitution of Education for Specialized Experience
:

1) Satisfactory completion of all academic requirements for a Master’s degree in business or public administration, research-focused graduate program/department or a closely related field from an accredited college or university may be substituted for all of the experience required for the Research Analyst IV level.

2) Satisfactory completion of all academic requirements for a Ph.D. degree in business or public administration, research-focused graduate program/department or a closely related field from an accredited college or university may be substituted for all of the experience required for the Research Analyst V level.
