This full-time permanent position is located in Madison, Wisconsin within the Bureau of Information Technology Services, Division of Business Management, Department of Transportation headquartered at the Hill Farms State Office Building. Position Summary


This position provides advanced business analyst and project leadership skills for agency information technology (IT) infrastructure projects and services, as well as business area application/system development projects.

As a Business Analyst this position serves a member of project or operational/service teams using a variety of methods to identify and capture business requirements from subject matter experts (SMEs). Using documented business requirements, this position also assists in the creation of test cases and test plans, conducts testing, and performs analysis on the results. As needed, this position composes technical support documentation in accordance with organizational standards and best practices.

As a Project Manager this position coordinates and manages project planning, development, and implementation for complex enterprise IT infrastructure and business application/system deployments/upgrades on web, mainframe, and cloud platforms. This position also establishes charters, plans, schedules, priorities, and communications for IT projects according to WisDOT policies, procedures, and standards. Finally, this position provides leadership and direction to project teams, including coordination efforts between IT and business area functional teams.

Salary Information


This position is in schedule-range (07-33) with an annual salary of $74,880 - $101,920 (or $36 - $49 per hour), plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications



Qualified applicants must detail having experience in all the following in order to be considered:

  • Leading application development efforts and/or experience leading information technology (IT) infrastructure/platform implementation or upgrade efforts
  • Identifying, gathering, and documenting business requirements
  • Working with the project development life cycle process (i.e., planning, analysis, design, coding, testing, implementation, support etc.)
  • Working with various IT project management approaches (i.e., Agile, Waterfall, Lean, Iterative, etc.)

In addition to having experience in all the above criteria, well qualified applicants will also detail having experience with one or more of the following:

  • Developing and maintaining business and cross-agency partnerships
  • Developing recommendations for business partners
  • Providing project leadership expertise for application development and/or infrastructure/platform implementation or upgrade efforts across multiple platforms
