Program Manager
***This position requires an active Secret clearance or the ability to obtain a Secret clearance to be considered. ***
Manages and maintains various facets of assigned programs, including timelines, budgeting, technical performance, and risk mitigation. Oversee the progress by ensuring assigned project teams meet or exceed operational and contract goals. Interfaces with various business units and functions to manage program milestones. Participates in the administration of contracts at all stages of development. Serves as major point of contact to program customers.

Program Manager Responsibilities Include:
- Develops, oversees, and maintains various facets of assigned programs, including scheduling, pricing, and technical performance.
- Obligations for the recapture of existing assigned contracts; provides frequent, complete, and accurate updates to leadership.
- Delivers each Task Order on time and within budget; sets deadlines, assigns responsibilities, and monitors and summarizes progress of programs.
- Assists in the administration of contracts at all stages of development, including negotiation, modification, proposal formulation, planning, setting of financial conditions, review, interpretation, and fiscal management.
- Manages and performs direct contract financial functions including budgeting, purchasing, travel, payment approval, invoicing, and receivable controls, monitors labor, material, and sub-contract costs, and budgets.
- Reviews and approves invoices including monitoring timely submittal and inclusion of all necessary supporting documentation.
- Prepares requests for quotes and selects qualified subcontractors or vendors to best meet program needs and within budget of awarded contract.
- Enters requisitions to obtain services or supplies for vendor or subcontractor including development of scope of work and terms and conditions.
- Administers and manages subcontractors and vendors including invoice review and approval, program assignment, and performance.
- Oversees the program pricing details to support risk and opportunity identification and ensures EAC alignment during execution.
- Coordinates the work of various departments on individual programs to ensure that each project is completed timely, correctly, and fully.
- Maintains regular contact with customers, keeping them informed of potential contract deviations, and payment status.
- Assures proactive risk mitigation measures are employed for assigned programs.
- Maintains contact with internal functional managers, and customer representatives concerning projects, operational decisions.
- Participates in briefings and technical meetings for internal and external representatives.
- Supports proposal reviews an assist with development of proposals as needed.
- Delivers status presentations to customers and senior management as needed.
- Aids in the formulation and development of practical solutions as related to assigned programs.
- Provides overall direction and leadership, delegating responsibility and authority.
- Maintains a working knowledge of the competitive position of the company, its competitors, and the current business climate.
- Responsible for in processing and out-processing paper work as status changes.
- Maintains detailed knowledge of US Government contracting regulations as applied to small and minority business contracting. Performs other job-related duties as assigned.
Program Manager Experience, Education, Skills, Abilities requested:
- Bachelor's degree is required in addition to ten (10) years of related experience five (5) years of team management experience and three (3) years of general contract management experience. One (1) year must relate to principal duties and responsibilities.
- Ability to read and interpret documents such as safety rules, drawings and technical descriptions.
- Knowledge of Deltek Costpoint, Salesforce or similar software and Microsoft Office products.
- Ability to carry out detailed written or oral instructions.
- Excellent interpersonal skills; telephone skills; patience; problem solving skills; attention to detail; organization skills; accuracy; time management.
- Working knowledge of government contracting regulations.
- Must pass pre-employment qualifications of Cherokee Federal.

- Ability to manage and develop high performing teams.
