Job Summary:

Raytheon’s Advanced Technology sub business unit in Goleta, CA, is seeking an experienced Program Operations Manager to facilitate procurement, assembly, test, and shipment of Advanced RF/EW systems.

Candidate must be energetic and highly motivated. The position is the focal point for the execution of daily activities to deliver high quality, highly engineered development hardware on-time to its customers. The selected candidate will be responsible for leading the Manufacturing team and leveraging other manufacturing organizations within Raytheon.

Applicants must exhibit a high degree of initiative and sound judgment, working independently and as a member of an Integrated Product Team. It is essential the individual be capable of adapting to changing conditions and work cooperatively in a team environment.

This position is an onsite role.

Responsibilities to Anticipate:

  • Lead manufacturing advance planning to ensure paperwork, tooling, and processes are in place to meet build schedules.

  • Direct and coordinate sequencing of work, such as build and delivery, to ensure smooth operations and optimal use of resources.

  • Manage budgets and perform cost account manager activities from procurement to shipment.

  • Coordinate manufacturing and test failure investigation activities.

  • Resolve assembly, test, and procurement challenges, including but not limited to manufacturing resource challenges.

  • Manage the work of manufacturing/production personnel through a matrix organization.

  • Support proposals for new business or updates to existing programs.

  • The candidate may have direct communication with internal/external customers, including daily tag-ups and weekly and/or quarterly meetings.

  • This position requires strong interpersonal and communication skills (both verbal and written) and the ability to lead and work as a cross-functional team member.

Basic Qualifications:

  • Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience

  • The ability to obtain and maintain a U.S. government issued security clearance is required.

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Ability to present to and brief an audience of senior leaders during various reviews.

  • Project engineering and or manufacturing cell leadership.

  • Lean manufacturing experience.

  • Experience with ERP (SAP Preferred), Production Planning, or Project Management.

  • Microsoft Project Skills.

  • Proven ability to work creatively and analytically in a problem-solving environment.

  • Excellent communication (written and oral) and interpersonal skills.

  • Strong interpersonal and influencing skills, including coaching and mentoring of other operations/manufacturing staff.

  • Ability to bring cross-functional team members together and work problems to resolution.

  • Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

  • Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.

  • Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

This position requires the eligibility to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
