The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 16,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled and mentally ill, and helping poor North Carolinians achieve economic independence.About the NC Division of Information Technology: DHHS Information Technology (IT) Division provides enterprise information technology leadership and solutions to the department and their partners so that they can leverage technology, resulting ultimately in delivery of consistent, cost effective, reliable, accessible, and secure services. DHHS IT Division works with business divisions to help ensure the availability and integrity of automated information systems to meet their business goals. DHHS IT Division’s primary information technology services are Application Management, Project Management, Privacy and Security, Financial Management, Health Information Technology, Infrastructure and Service Management. Position provides a vital technical leadership role and hands-on guidance in ensuring the 24/7 availability, security, and optimal performance of complex cloud-based systems, data storage solutions, and network operations. The position requires managing the day-to-day operations of cloud-based infrastructure and services.Job responsibilities will include: • Spearhead and manage implementation and upgrade of cloud-based application infrastructure and supporting software.• Overall responsibility for Reviewing/Planning/Deploying OS, Database, and application patches/updates in a mixed platform (Windows, Linux) environment.• Expertise with cloud provider services in AWS container technologies (e.g., Kubernetes, Docker), distributed application deployment, management, and orchestration. • Champion the effective and efficient automation and orchestration of cloud infrastructure and operations leveraging various automation tools and technologies.• Ensure robust monitoring and logging solutions in place to maintain real-time visibility into infrastructure and application health.• Provide hands-on guidance and assist with troubleshoot application issues to maintain peak performance and user experience.• Lead a team of engineering staff, establishing priorities, allocating resources for effective Cloud operation and support for multiple applications.• Lead discussion with various Audit teams and implement procedure and process for various audit finding’s mitigation.• Ensure the availability and reliability of cloud infrastructure and operations for business continuity.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following: Demonstrated experience in information systems technical leadership activities including platform, infrastructure and database management, operations, and optimization of large-scale IT application systems on AWS Cloud. Documented experience in a technical leadership role.Documented experience leading AWS cloud-based infrastructure operation for multiple software applications; coordinate and oversee all technical evaluations, effort timelines and estimates. Proven hands-on experience in scripting languages such as Python, Bash, or PowerShell for automation tasks and managing infrastructure at scale.Extensive experience with AWS services including a deep understanding of services like EC2, S3, IAM, VPC, and RDS, as well as familiarity with more advanced offerings like Lambda, CloudFormation, and containerization.Demonstrated understanding of interpreting logs and metrics from various AWS services to identify issues and troubleshoot them.Demonstrated knowledge of AWS security best practices and compliance frameworks like SOC 2 and HIPAA.Documented experience with networking concepts like routing, subnetting, and firewalls to help design and manage secure cloud networks.Management preference will be given to applicants with experience with: DevSecOps, Cloud Saas and Paas Preferred certifications: AWS Cloud Certification (ex. Solutions Architect, SysOps Administrator, DevOps Engineer)Site Reliability Engineer Certification
