Under the administrative direction of the CTO, Enterprise Solutions Services Branch Chief, the Information Technology Specialist III, Solution Architect plays a key role in aligning Cal OES's strategic goals and objectives with decisions regarding IT products and services, partners and vendors, capabilities, and key business and IT initiatives.
As a Solutions Architect at Cal OES, you will help drive successful business outcomes across a broad set of enterprise business customers through your passion for using human-centered design (also referred to as design research or design thinking) approach and craft cloud solutions and provide advice on strategies for migrating existing business processes to the cloud/hybrid environments. You will partner with businesses, program managers, and product teams to design scalable, flexible, and resilient architectures that address customer business problems and accelerate the adoption of our new services.
Solicits input from a broad range of stakeholders as well as the main business sponsor for viable solutions and proves those design solutions capability through design collaboration sessions with the stakeholders to ensure that solution meet business needs and align with overall Cal OES enterprise architecture standards.
The incumbent will work closely with data, security, and infrastructure teams to ensure compliance with organizational privacy, security, and network policies. Will perform duties related to Software Engineering, including, but not limited to: Solution Design and Software Architecture. Evaluate and recommend vendor software solutions and/or packages similar to Service Now, Salesforce, Workday, Azure, PowerPlatorm, AWS, etc., and other similar SaaS, PaaS, and IaaS offerings.

Working Conditions
Telework: This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications
- Strong portfolio of applying user-centered design practices in developing products and services to integrate the needs of people, the possibilities of technology, and the requirements for business success.
- Ability to design and conduct concept testing and solution experiments; Deep expertise in interaction design, information architecture, and workflow analysis; Knowledge of creating low-fidelity to high-fidelity prototypes.
- Minimum seven years of experience solving user problems and complex business problems, communicating cross-organizationally, and staying focused on people’s needs to deliver more relevant and delightful customer experiences.
- Experience planning and conducting both quantitative and qualitative user research at all stages of product development.
- Ability to frame key questions, create research plans to address those, conduct research, and synthesize the findings into meaningful, actionable insights.
- Experience designing and developing distributed and scalable products and services and deploying them to on-premise/cloud-based solutions.
- Fluent with Agile software development methods and tools. Experience in Agile, DevOps, CI/CD, and Scrum practices. Supported IT DevOps environments and teams.
- Experience architecting/designing solutions built on cloud and demonstrated ability to adapt to new technologies and learn quickly.
- Experience communicating customer needs and product feedback to product owners and engineering teams. Balance devising creative solutions and doing what’s right for the customer.
- Experience and Knowledge in IaaS, SaaS, PaaS, Security, and other emerging cloud computing services, Containers, AI/ML, and Gen AI technologies.
- Experience with various platforms, tools, and programming languages (Salesforce, ServiceNow, Workday, MuleSoft, Power platform, Snowflake, Azure Services, AWS, .NET Framework, C#, XML, JSON, Python, DevOps, SQL, JavaScript, CSS, Node.js, React.js, JSON, and Web UI frameworks). Web Services (SOAP, REST) and DBMS (Oracle, SQL Server, NoSQL, etc.)
- Experience working with vendors, suppliers, and partners.
